John Burns took issue with Pre, sident Roosevelt in a great speech on the baby question. "I do not plead for desoiating the flood of babies," sild he. "I attach more importance to the quality than to the quantity in this matter. Let us first look properly after those wc are 'getting before starting an agita- tion to produce a greater number. Let us mitigate the slaughter of ln- nocents under a year old and cease our cruel neglect of those above thatifmnt of which they returned to jun age before shouting to the nation toiwnenn the have been confined since give us a higiier birth rate." I Mr. Burns was speaking in his ca- acit as resident of tho dele atesvq-wo days Intel- nnnther nhnrge-_wus Y P K Bo the National conference on infant mortality. His audience consisted of distinguished persons who packed Caxton Hall, all _deeply concerned in the child life_of Great Britain. Pro- cccdiiig the orator inveighod against the bottle feeding of babies, so pre- valent in our country. “Iion't sublet your maternity" he said. “Absolutely thc best food for infants is mothers’ milk. If this must be ddnlod them cow's milk prn- mises the least danger and the larg- est benefit. Following cows’ mlilk comes various modifications of cows’ milk as the next best substltiite for natural food. This brings us fncc to face with the necessity of driving the adulterator of cows' milk into thi. sea. Mr. Burns went on to declare that with all its faults Great Britain led the world in the preservation of in- fant lifc. "Industries fiourlsh,.and babies decay, but less with us than with any other comparable nation. We lose 132 infants per 1,000, France 137, Belgium 155, Italy 172 and Ger- many 204. But we make a good showing relatively. Six months be- fore birth and six ‘months after, mothers ought to be out of the fac- tories, and. in their homes. This would enormously reduce blindness in children, and save them innumer- able other evils. We shall pass the milk bill and the anti-grog bill. These will do wonders for the littlo'medical attendance was necessary in ODBS. ` Kimi THESE IWII SIIIII [IIIIII I MIIIIIIN rest for Aopropriating an Inimense Sum PITTSBURG, P. Speaker shortly bcforc nine p.m. On motion of the Prenler, Hon. Mr. Hnszard it went into Committee of the Whole to grant a Supply to His yajesty. PremlerHaszard: I will endeavor in speaking to this motion to be as brief as possible in dealing with the finances of this Province. This is the last session of tlic present I’ur~ liament. There has been a strong effort made by the Opposition to lead the country to believe this Gov- ernment has not wisely administered the affairs of this country. It would not do to let this occasion pass' without trying -to show the Govern ment is not as bliick as painted. Opposition are the successors of that Conservative Government. Previous to the existence of that Government- we had an efficient tux act. 'I‘l‘.~-' Conservatives declared it was iii.” inlquitous act und they said_ thi could get along wltlioiit taxation. li was upon that cry they clinic into power. They undertook to do so and hold power from 1878 to 1891. I_t is worth while to seewhetber they made revenue and expenditure meet after repealing this act. For three years after they kept the act on. This was the money they said they could do without! It did not' stop here. Did they make ends meet? They exhausted every source of re- venue in order to make revenue and expenditure meet. They sold the piers and used the money for re- venue-$77,~i00.00. They received monies from the Dominion Govern- ment nnd the Land Office. These amounts were not placed to capital account but used as revenue. They received an average of $44,000 a year from the Land Office. They received other large sums. Reduced to the last extremities they withdrew frnm` Capital at Ottawa $200,000.00. That was not all. In addition to this, just before going out of power they had an overdraft at the banks of $128,489.00. Alll the indehtness at that time amounted to $1,063.0lJ0. They d‘idn't stop there., When the went out it was found ithat their overdraft had increased to $171,- 000. The present Government assum- ed the reins of power with that in- debtedness to start with. ` The Davis tax act which tliesc gen- tlemen repealed was probably cnc of the best the country ever Lad. Now, let us compare. This Govern- ment had nn indebtedness at the end of December last of $801,000. Now then, this Government has a right to say that the Conservatives, who left a legacy of debt behlndthem are responsible in a great measure, forthe present state of the public debt. ' Today 'the present Government has a record in Public Works of which any government might well be proud When they came into power they found public 'works neglected. Build- ings had tn be constructed-they were a necessity, and the Govei ri- ment set to work with a wlll. Leader of the Opposition u few days ago spoke of the incapa- bility of the present Govemm nt, but he must have overlooked ifhe short coniings of its predecessors. _ Every department of the present Government have been attacked ,but especially the Education Department st has been fiercely assaulted. The charges made were not true. The department is as efficient now ns it nas been for the past 25 years. The children of 'today are receiving a het- tcr education now by_ lifgher grade tcaciicrs tluin under t.lic_ Conserva- tives. 'l‘he statements of the Opposi- tion regiiriilng the number of child- ren belng smaller now than foruieriy is utterly untrue. Then we are told the schools are vacant. That was a. time uf year when the teachers had not got into their places-at the end of the year. W-hat are the facts today. There are now only five vac- ant schools. ` The Premier spoke for nearly two hours. WASHINGTON, March 81-Maxlm’s latest invention is ii machine gun so powerful that from its small muzzle bursts a huilstonn of 8,000 shots every fifteen minutes, and so small and delicate that it can be _easily carried on the backs of three sol- diers. The power of 3,000 men armed with 1,000 of these machines can hardly be estimated. The machine is described and illustrated in Popular Mechanics for April. It is of wonder- ful design nnd lightness. The three soldiers to whom it is apportioned are provided with a special harness of leather straps and pads for " the pieces to rest upon. The first soldier carries the barrel and and chamber, the second the tripod or stand, ,and the third the ammunition ease. con- taining bands of cartridges.
