As first projected it. vras to be constructed by the British Government as a sloop canal, with a capacity only for vessels of small size. Its main purpose was to-facil- itute the movement of sloops en- gaged in the naval defence of. the Jay and Gulf ports of the Maritime ilrovluccs. ‘lotlting was donc toward building ‘he canal, but in the dlscussi-its lliat preceded Confederation it was frequently spoken of as an import- mt llllbllt! work that would. of curse, be coustrilcted by the Fod- -ral Government. There were tlicn 1nd arc many canals in the British Isles. and Old Canada had built thc Welland and other canals, which have been‘ since enlarged, deepened and extended at enormous cost, and now the vastcr project of a Saint Lawrence Waterway to give passage to ocean-going ships from the Gulf to the Great Lakes, ls looming up in the near future. In all these canal works the part of the Maritimes has been to share in the cost and the burden without the slightest share of advantage or service in return. The unfairness and injustice of this unequal distri- bution of burdens and benefits has _ been of late impressed with increas- ing force upon the minds of Mari-- time people. They have no canals ‘cerns are using Newfoundland oil, and yet have great need of such works in various places where new channels for water transportation would be of great service not only to the Maritlmes but to other Provinces flS well and could be constructed nl. comparatively small cost. The idea would be first to construct a canal of moder- ate depth and breadth, to be later enlarged sufficiently for ocean-go- ing ships. It would shorten the pos- sngc by water transport from Mon- treal, or Charlottetown, to Saint John and WNcw England ports by 365 miles. Sir Charles Tupper in his iluy was (lccply interested in the Baic Vcrtc Canal project, and in the Ship Rall- way that was half built, later along the same route, and abandoned. It seems now to be admitted that a canal would be much preferable to a ship railway. The shortest route to the British Isles from Saint John or other Bay of Fundy ports would be through this canal and thence north of Newfoundland through thc Straits of Bellislc. ‘The ‘Saint John llivcr Canal, us ‘ 4 O0 0-60-0000400040-000 00-0-04 DAILY LESSONS . Before finishing up, Mr. Dunning seized a favorable opportunity t0 hurl an ungentlemanly and unjustl- fiable insult at the Maritlmes. He said in part (page 3440): They (the Maritime Conservative embers) object for one very good reason; it removes one more of the political grievances to which they owe their seats in this House. As I said at the outset; they hold their seats by virtue _of the exploitation and exag- geration of grievances and they are fearful lest these grievances will be removed to an extent which will prevent them ever coming back here again." This from a Minister of the Crown with respect to grievances under which the Maritlmes have suffered for years, and which have been the the summer, at the opening of the tourist season, and our roads have never been in such a disgraceful condition. In former years, when the split log drag was sufficiently dignified to smooth our roads, driv- ing at this season of the year was a pleasure. It is anything but that at present, and the worst of it is that unless what has been done during the past month or more is undone within a very short time we shall have roads to scare, not to attract tourists. The humpbacks raised on some of the roads must be levelled off, the whole road system must be smoothed, otherwise it will be im- possible to have decent roads It is up to the Minister of Public Works tn see to this at once or it will be too late. 2&0}?- EDITORIAL NOTES. projected would be only 1400 feet in length, and would connect the head of Saint John Harbor with the Saint John River at a point above the Reversing Falls. “This canal with its approaches." writes Mr. J.
