As noted editorially yesterday, the possibility of obtaining (among other things) sand for glass-making purposes was mooted several years ago, in the report of the Prince Edward Island Development Commission under the Mathieson Government. This Commission, under the general chairmanship of Mr. Frank R. Heartz, presented in ‘I917 a series of excellent recoun- mendations which unfortunately were not follow- ed up. One of these, submitted in a paper by Mr. H. T. Holman, was to the effect that the De- partment of Mines be asked to send an export to this Province to report exhaustively on out clays and sands. Two samples of sand were sent to the Department for analysis, one from the Norris Pond and the other from Black Pond. No report was received from the first, but with re- gard to the second the preliminary analysis seem- making. » The Commission of I917 also recommended the development of a brick and tile manufactury, the utilization of our Island peat deposits; the extensive canning of small fruits and vegetables; the collection of moss for surgical dressing; farm underdrainage, consolidated schoolp, fishermen's co-operatives, a Province-wide system of cold stor- age facilities, and many other improvements. Much of the report was taken up with a discus- sion of fishery and agricultural problems, and many of the recommendations made at that time are still of interest and value. Associated with Mr. Heart: on the executive of the Commission were Messrs. W, F. Tidmarch, A. J. McFadyen and J. A. MacDonald. The sub- committees were constituted as follows: Agriculture: Rev. Noteworthy is the fact that the Com- mission was widely representative of both pali- tical parties, and one of the mast interesting features of their report is the emphasis which it placed on the need of working together and forgetting partisan politics. "Politics," says the report, "is all tight; we must have it. lt will be always with us, of course, like the poor; but we don'_t wont to see too much of it. . . . The object of our coming together is to co-operategto work in harmony with a view to making this Island what it should have been long ago. Co-operation is opposed to self, and we have been selfish. This is one of the effects of original sin. We are all too selfish. We are not broad enough." Had this admonition of thirty-one ycqrs ago been more carefully heeded, there is no doubt that our Province would be better off today, materially and spiritually. Nor is there anything outmoded in the following commentary which concludes the Commission's introduction to the, report of its sub-committee on agriculturez~ "Honesty, industry, intelligent co-operation and an adequate realization of the obligations of citizenship as essential to the well-being of tho state-these are the foundation of all true pro- gress. These ye must strive for and in this struggle every individual-is called upon to play, his or her part. This is the note that'we seek to strike with all the emphasis possible, as pre- liminary to any definite programme of work. Given stirling honesty, industry and a spirit of generous co-operation we must succeed.
