On page 42 we find set out the items of expenditure with the cor- respondiri estimates. If we take some of ese at random, we find an extraordin situation. "Under the ending "Ordinary Expenditure, Falconwood Hospital," we find an expenditure of $130,792.- 50. The Estimate was $113,700. And that was not casual Estimate; it was the considered Estimate of the House after prolonged debate and serious consideration." Premier Campbell: "Of the Op- position." Budgetary Control M.r. McPhee: "Of the House. I don't think there was a dissenting votc on the Estimate. as it was taken. In that item there 1s no sus- gestion of any form 0f budgetary control. I ttiink there has been the suggestion that this matter is an elastic sort of thing; if any mimi- ter finds himself embarrassed by the budgetary control which the Legislature exercises. there l! *1 simple means of relieving himself and substituting instead a sort _of sliding control which iil16_EX€Cl.l_ti\’B gives.
