The friend. who was sailing for Britain June 2, still had not re- celved the passports the day of his scheduled departure. After frantic telephone calls and the help of an investigator of the department, the letter was found the Notre-Dame-De-Grace post office. waiting to be picked up by Mr. Nowlan's friend. Mr.4 Nowlan said he was told by the investigator that the letter could not be delivered that day. but that he could give special in- structions. .He said his friend, whom he did not identify. picked up the letter himself. DISPUTE!) EXPLANATION He disputed the explanation sup- plied by Postmaster-General Cote who said two calls were made without an answer to the doorbell. After the second attempt, a notice was left by the carrier, advising the addressee he should pick up the letter at a postal station. Mr. Nowlan said he has been told there was someone at his friend's house at all times and that the postman never called or left a notice.
