It was a long time since the matter o! highway con- struction was first brought betore Parliament, when Canada. was asked tc accept it as a means of creating work for the returned soldiers. We are iar enough removed from the war to forge that reason, which could not now be brought forward for an extension of the grant. The smaller provinces, he claimed, were placed in a disadvantageous position in taking their share of such approp- riations. Ii'_ the five years extension were can-led, lt would necessitate borrrowings on the part of Prince Edward Island. The expenditures that the prov- inces were called upon to make un- der the Highway Act of 1919, Mr. Sinclair said, were met by borrow- ings by the provinces entirely, and in Prince Edward Island the" provincial debt was doubled by the amount it was necessary to raise to take ad- vantage of one highway grant. They “did not attempt to build roads to the standard aimed at and attained in the larger provinces. In fact they could only undertake the system o! drainage and of properly construct- ing the bridges and making roads passable over the low and rough places. They did not in any degree attempt under the Highway grant to surface the roads. because that would have entailed such a large expenditure in importing the necessary material from the other Maritime Provinces that it would have used up the whole grant. 'I'here- fore to extend the highway grant for another five years would mean further heavy borrowings for the Island province in order to put her- self in s. position where she. could obtain the benetim that were ex- tended to the other provinces. At " the time the moneys were being ex- pended in the Prince Edward Island. in order to get the full benefit of the 40 percent from the Federal treasury within the time that was allowed. the government o! P. E.
