Th-is contrasts sharply with the all-time high of 4.33 epr cent last Aug. 22 during a “tight-mc zy" peniod. The rate this week was the lowest since. April ,4, 1956, when it was 2.75 percent. Record low of 11/2 per cent was estab- lished in 1955. The bank interest rate is fixed at one-quarter of one per cent above the week’s average yield o the government‘s 90-day treasury bills. ' MOUNTING DEMAND Mounting demand for these short-term securities, shoved the average yield on treasury bills down to 2.66 per cent from 2.86 a week earlier. Heavy ‘bidding on the treasury bills may indicate some banks and investment houses have idle funds on their hands, informants said. The Central Bank can influence changes in the country's money supply. It buys and sells govern- ment bonds. It can bid for the treasury bills, thus increasing competition and influencing the average yield. _ When the Progressive Conserva- tives came to power last June they embarked on a program to reverse the tight-money policy of the former Liberal government. Since then the Bank of Canada rate has decreased from its mid- summer record high of 4.33 per cent.
