     minority who vocally bombard 
     
     the federal government with

     adian hospitals which might 
     
     realistically have been ex—

     peutic abortion committees 
     
     have done so. Those hospitals 
     
     which have committees are 
     
     frequently overburdened 
     
     because of the failure of 
     
     other hospitals to accept 
     
     responsibility for the
