It was a drab session outwardly, with black frock coats predominating, and an air of funereal calm that belied the im- portance of the events that were shortly to transpire within the legislative halls. For "the 1855 session was important in many respects. It passed bills authorizing Free Trade with the United States and the holding of s Province-wide Census. It in- corporated the Bank of Prince Edward II- land and the Mechaniu' Institute, establish- - ed a Normal School, amended the pl'0Coofl- lngs in controverted elections. and secured compensation to tenant: for improvements to wilderness laud. What it of chief inter- est today, however, was the agreeinont reached at the .1855 session that ”ior the better protection, care and management of the local interests of the inhabitants of the Town of (lharlottotown. and for its Munici- pal Government and improvement, it is us- pedient that the said Town be incorporated."
