The Army Needs Improvement Loxpon, Sept. 24.—Lord Wolseley, in the course of a speech at Glasgow vester- day, said that the British army machinery was Strained and out of gear. Montgomery Moore, commander of the Imperial forces in Canada, effected a gallant rescue of a five- year-old child from drowning, by plung- ing #fter the little fellow into the waters of English Bay, adjoining Stanley Park in this city, the boy having fallen over the low parapet of the }ark bridge, which there spans a narroyv tidal inlet. The rescue was speedily effected, neither of the immersed being much the worse save for a thorough drench with salt water, though the boy was naturally much affrightened.
