Halifax Tax Payers On Anxious Seal HALIFAX (CP)-Halifax busi- ness and residential taxpayers are on the anxious seat as they wait for a solution of the cityts tax muddle. They look to the Nova Scotia legislature for help. City council meets Thursday to set a new tax rate. not knowing what this year's assessment will be. it must raise abouts 10.000.- 000 fro 35.000 ratepayers. The mix-up arose from a reval- uation of all property-business and residential--by the J. M, Cleminshaw Co. of Cleveland. Ohio. assess t experts. They fixed the total value of city realty at about 3:-105,000,000, almost double 1955 figures. City assessor James Yeadon based his 1956 assess ueut roll on the new valuations. Notices went out accordingly. Then the trouble started. More than 2.500 assessment appeals were filed with the city tax court. Irate citizens claim valuations on homes and business properties are away too high. The appeals rep- resent 30 per cent of the city as- sessment. The three-man court headed by lawyer F. W. Bissctt is swamped To settle the appeals will take months. They allowed 120 of the first 134 cases. Reductions up to 50 per cent lopped thousands of dollars off the assessment roll. So drastic are the cuts that Mayor Leonard A. Kitz calls the situation an emergency. He says the reductions threaten to make assessments as at as they were before revaluation. Last fall when it was suggested that some inducement he offered to keep Paul 5chur- man from going to Sussex. someone remarked that a lot of these athletes figured the town- owed them a living. Perhaps now they realize that it was to the town's advantage to keep the boys home. Two or three play- off games at our stadium would have made a big difference in the financial standing of Civic Stadium, which is, as the name indicates a part of our civic structure. Now that we have worked out- selves into a critical frame of mind. we may as well get more of it off our chest. This beef we are now about to present may be a one-man minority report be- cause we haven't seen anything along this line to date. But we're going to offer it anyhow. We were pretty disappointed when the pro- posed St. John - Amherst game for Civic Stadium didn't material- ize. and we've talked to others who were also disappointed. We don't believe in that type of hoc- key for the Island as a regular diet. because it's too expensive to finance, but the caslonal game is a rare treat. We have heard Prince Si. School Holds 30th Annual ice Sports Tonight Tonight at the Sports Arena Prince Street School will be held- ing its 30th annual Ice Sports. The 4-event program will get underway at 7.30 with a welcome drill and included among the many novelty events is a Storyland Par- ade which will be performed by the pupils of grades 1. 2 and 3. One of the big events of the night will be a hockey game between Prince Street and its arch-rivals the West Kent School squad. All three periods will be of 10 minute duration and will be held at reg- ular intervals during the program. At the conclusion of the meet a general skate will be held for everyone in attendance. The following are the lineups of the hockey teams: P.S.S.: goal A. Macitay. W. Worth; defense R. Crockett. B. Cudmore, B. MacKinnon. G. Mere- uations gave too great effect to replacement costs and not enough to actual market value as called for by city charter. Mayor Kitz says the 90 per cent of ratepayers who did not appeal have to be protected. As a last resort aldermen voted to ask the legislature to authorize a 15-per- ccnt cut in all assessment. Tint- payors would have the choice of accepting the blanket out or take chances with the appeal court. Meanwhile. the appeal hearings go on. Court chairman Bissett says "There is no indication that the legislature will uphold this request. in fact. they may do anything." A general 15 per cent reduction will remove 345.750.000 from the assessment roll. Not knowing whether the House will grant its request. council must by law set a rate before March 1. The city has for years had a fixed residential rate of 33.50 Per S100 of assessment. The variable business rate was S9.05 last year.
