The salient features are that the postal service of Canada had never been self-sustaining; that there were larre annual deficits in this department from year to year; that these de flclts were fre- quently over half a million yearly and that in the last year before the change of Government the deficiency was over three quar ers of a million of dollars; that in those days the internal letter rate was three cents and the rats between Canada und Great Britain was live cents; that our people had frequently asked for a reduced rate making letter-postage in Canada tb’ same as in the United States; that sucess- aive Conservative Postmaster Genera`s, Sir Charles Tupper and Hon. George E.
