A protracted debate has taken place in the House of Commons this session (as in former sessions) upon the question of abolishing the punishment of flogg- ing in the army and navy. For many years past a motion for the abolition of this punishment has been brought up and advocated, chiefly by such men as P. A. Taylor, Mr. Jenkins, Sir Charles Dilke, Auberon Herbert and other gentlemen who are rather more inclin- ed to sentimentality than to practical legislation. The debate as usual ended this session by the rejection of the mo- tion for the abolution of the punish- ment, but after this vote had been taken the Government on its own mo- tion decided that the punishment by flogging in the army and navy shall hereafter be confined to acts which are liable to be punished by death. The penalty of flogging is thus practically abolished, as no courtsemartial will im- pose at once the two punishments, and would consider the sentence of death sufficient. The Home Rulers and Eng- lish Radicals, being dissatisfied with the concessions on the part of the Gov- ernment, successfully opposed further progress with the bill. There were many exciting scenes and after eight hours of wrangling the House adjourn- ed at 2.45 a.m. —> or What Ale willfdo. _o-S +--— A LONDON BREWER GIVES A RECEPTION WHICH RANK, FASHION AND BEAUTY ARE GLAD TO ATTEND. [The season, says the editor of the London Truth, up to this has been a very slow affair; the court is still in mourning, and all the great houses are closed. ‘I'his is partly due to ‘ bad times,’ and, no doubt, also the existence of the ghastly and dismal bloodshed going oo in Zululand. However, last week there was a brilliant fete given by Mr. and Mrs. Guinness, at their house in Grosvernor place. The mansion was built by the Duke of Westminster for his son, Earl Grosvernor, but passed into the possession of Baron Strouss~ berg, who figured there for two or three seasons, and then drifted into the hands of his eveditors. All the rank, fashion and professional beauty of London were there. The tapestry hangings are in themselves fine, but they are too dark for London. The feature of the evening was the floral decoration. The orchids and exotics must have cost a moderate income. Even the cornice of one room was hung with garlands of summer roses, which, to the number of 10,000 blossoms, had been provided for he occasion. He accordingly bought pool tickets on the three borses that were No. 2 in the en- tries as figured on the pool room black- board. They won races. On the fol- lowing day he repeated the operation. Altogether he made $1,341 on an in- vestment of $6. Cardinal Newman was unable, through ill-health, to take possession in person of his titular church at Rome, San Giorgio in Valabro, and delegated Mgr. Stonor to represent him.
