And tho lesson of it all is the lesson of fitness, of efficiency, of cniniiiniiricrs, oflicera and men who had learned their duties and carried them out not only without mistake, but with such coolness, courage, zeal and success as the world has seldom if ever witnessed. In the battle of fthe other day the fleets were of comparatively equal strength in ships, guns mid men. It was indeed thi- fact that the new Russian bi\ttlcship.~ were in some respects superior to the best of those which Togo coininanded; their 12-inch guns were of the latest and best model uiiii if rigiitlyserved would have been more efl'ecti\'c than airy in the Japanese fleet. 'The Russians would have been defeated and their ships des- troyed and captured. What a lesson t‘iere ls in this for the nations t-hat are spending untold millions on mighty naval armaments. The Russians are not want- ing in courage. Perhaps they are quite as brave as British, Americans, Germans or French. Unless warn arc to cease there will come ir day when the dtness of the per- sonnel of other navies than th0se of Rus- sia and Japan must be tested in the ordeal of battle. Britain claims the mighticst fleet that ever sailed the seas. hut the question of greatest national con- cern is not one of mere numbers of great guns andmight-y ships. It is the question of the fitness and efficiency of the officers and men who are to handle these tre- mendous engines of warfare. The Brit- ish ariny was tested in South Africa not many years since, and while superb in courage and patriotism thc results of the earlier battles were sadly disappointing. We fondly hope that the navy would do better if suddenly put to the test. But the stake is tremendous. We have seen the fleets of Russia destroyed ina few months by a power of not more than one hlrd her naval strength at the outset. Tha loss is irretrievnblc so- firr as the present war is concerned. It takes years io build a battleship. In a worii,Britain`i\ safety depends on the fitness and efii- ciency of her naval commanders and men. How would they stand the test of conflict with another power trained and disciplin- ed to the superb fitness of Japan? The publication by The Guardian nf n partial synopsis and some extracts from the correspondence extending over five years in regard to the Charlottetown railway station site has revived the in- terest in that matter. And it is felt on all hands that the extension of the track now to be made to the Plant Line Wharf greatly strengthens the 4°ioaition` of the George Street site which has all along been sostrongly endorsed by the great body of our citizens. Every argument in fcvor of that site is quite as good as ever; and with the track once extended across the foot of George Street one principal ob- jection loses all its force. We have some regard to the best of sovereigns that the loyal Japanese has for his Emperor, and also a little of the same sort of reverence for ancestors who have rendered faithful and distinguished service to theircountry, especially if they have given up their lives in patriotic devotion to our country's cause. And like Togo we get a measure of inspiration inciting to patriotic service from bot-lr the “virtue” of a sovereign such as our late beloved Queen, und the illus- trious riecils of those through whom our lifc has come to us. Where Is there the grciit difference, if we allow ir little for the more imaginative mode of Japanese thought i A It is noteworthy that in our religious thought and in our poetry we approach perhaps the closest that we ever rome to the Japanese conception of things as tothe relations between the living andthe de- parted. The writer of the Epistle to the liebrews found inspiration in thc thought of being “conipassed .about with a great cicud of witnessess" who had suffered for making them spectators of our conflicts.
