The claim arises out of a contract made with the Government by Mr. Lowe in July 1896 to buildja large annex to the Lunatic Hospital for the sum of $21,390. Mr. Lowe - placed a quantity of material o n the ground and was prepared to go on with the work when it was found that the plan was impracticable. We need not follow the story through the succesive matters first in dispute and the changes since. It appears that Mr. Lowe has so far been denied access to _either of these tribunals. We now learn that as a last resort he is about to petition the Legislature. Hon. W. S.
