There has been agood deal of_discusslcn as to the probable loss of a member in the Commons as the result of our loss of population, and a contemporary has charged Tm: Goannxan with being “silent” in regard thereto. We`have not been silent, nor have we avoided the ques- tion, as our readers know. We greatly regret the situation in which the Province is placed. We can ill afford to lose one of the live members which we have been privileged to send to Ottawa. Whether or not we are to lose a member must de' pond upon our population as determined by the census, and what “is nominated in the bond” of union between the Island and Canada. We cannot change the facts of the census nor can we change the condition of the bond. Regrets are idle. If there were doubts as to what the terms of union mean in regard to our representation they were settled so far as the Government and Parliament of Canada could settle them when the Island was nr-st deprived of a member by the Redistribution Act fo 1892. The same rule as was then applied mu=t now apply, unless we call for a judicial interpretation of the terms of union. Should this be done we very much fear that the Supreme Court of Canada, or the Judicial Committee of the Privy Council would interpret the Act of Union pre- ciselyae the Parliament of Canada has always understood it. Still, it might be worth while to raise the point and have it There will be ample time to consider the question, as we shall retain our present representation 'until _the close of the present Parliament, which is yet four years in the distance.
