Mr. Martin based his opinion on the resolu- tions of Council authorizing new issues. as confirming the intent of The 1935 Act only to allow the re- issue of 5051. of earlier issues thereafter maturing. and not is- sues after 1935. Working on this interpretation. Mr W. A. Morrell prepared a schedule showing refunding and Civic issues based on an increase in the 1952 deposit of approxi- mately s25.000. The extra deposit required each year on the present debentures outstanding would be some 324,000 over several years. to bring the Sinking Fund up to re- quirement. Another item in the Street Ex- penditure is the amount of nil.- 559.89 for street maintenance. In the year 1951 372,911.38 was spent in this department. The increase was caused largely by some 330,000 spent on snow removal before the present Council took office. and by the asphalt patching, of our streets. May I draw your attention to this latter statement, because previous Councils capitalized this type of street work. but your Finance Committee realized this was defin- itely maintenance charge. and should be written against current expenditure. We have abolished this unsound way of financing. and in future all patching will be charged against the current levy. Net Debt- The auditors' report. stated that the net. debt of this City-that is debentures interest. bank over- drafts. accounts payable, etc.. less Sinking Fund, cash in hand. in bank, ete.. is 32.774.517.88. From the auditors statement of one year ago the figure was 52,390,- 653.63, an increase of s383.863.25. These figures indicate B. substan- tial increase in the net debt of our City. These annual statements and balance sheets are well deserving of a complete and comparative survey, and will be made avail- able very shortly to any citizens wishing to get a true picture of the City's financial position. It is for the convenience of the tax- payer to a large extent that the annual reports of the City are printed and are made available at no small expense. Ill MEMORIAM MR.
