Tey will fiod it quite a different matter to deal with citizens of the “Great Republic.” The three mile limit from headland to urope; it may be that under international law or custom, straits—such as the Straits of Northumberland—may be claimed as territorial waters tor onr fishermen, but I cannot remember any case in point. 1 am afraid that our Dominion goverament will have to give up the contention that the Straits of Northumberland are “terri- torial waters” outside of the three mile limit.
