The market broke badly the pre- vloua week after the federal re- serve board raised the require- ments for buying and selling stocks on credit. ,The move was taken as I warn- ing to Wall street about the booin- ing bull market in stocks that has been going on for 16 months. On Jan. 7 the recovery from that break started. and it continued stronglyon Monday of last week. Some '15 per cent of the previous loss was retraccd in those two days. But on the remaining four days of last week. the stock market al- most marked time as it drifted lower. The Associated Press average of 60 stocks declined 50 cents on the week and closed at llb2.30. Prime Minister Comments On Income Tax Case OTTAWA (CPI--Prime Minister St. Laurent said Friday he does not know how far he can go in making public information about a firm which claimed income tax deduc- tions for fixing up a palatial home to entertain government officials. Evidence about the expenditures was given at a closed hearing of the income tax appeal board. The matter was made public last Satur- day in a board judgment which did not name the firm or officials. Stanley Knowles (CCF-Winnipeg North Central Friday followed up previous Commons questioning of the prime minister on the matter by asking if he could name the firm. Mr. St. Laurent replied he is not yet in a position to say if he can do this. He had not completed re- ceiving legal advice. Mr. Knowles asked. if it wcrc found that the name could not be given, whether the Income Tax Act would be changed to "remove this cloak of secrecy." 4 The prime minister said if he reccivcd legal advice that this uas ncccssary the government Would! consider it. Monday, January 17. 1955 U.S. Steel CLEVELAND (AP)--Steel mu- azine says the steel market is shaping up for a strong first half. but adds that "a decline in the middle of the year would not be unexpected." , A substantial amount of the cur- rent market strength comes from the auto industry which is putting on a big production drive to hedge against a possible automotive strike at the end of May. Wage demands in the auto industry are expected to come to a head by then. Right now. some mills are fully booked for the first six months on many products. particularly the light. flat-rolled type. Others re- port their first half books are fill- ing so rapidly that they are tell- ing customera to get in orders im- mediately if they want them filled. Any cut in demand from the auto industry may be offset by in- creases from other fields. Steel says. Construction is one of the in- dustries being counted on. and is expected to be in full seasonal swing. American mills. meeting the ctir- rent surge in demand. boosted their output 1.5 points last week in 82 per cent of capacity. The price of finished steel remained steady. with Steel magazine re- porting I revised composite price of sll'l.82 a net ion. The price of scrap rose 50 cents to 835 a gross ion, the highest level since Novem- ber, 1953. Attempted Resignation Is Debaled O'I'FAWA (CPI -- The govern- ment said Friday the resignation of L. B. Thomson as director of the Prairie Farm Rehabilitation Administration in run for the Sas- katchewan Liberal leadership was not accepted because no other per- son could fill the job so cap:-ibly. Agriculture Minister Gardiner made the statement after John Dicfenbaker (PC-Prince Albert.) said non-acceptance of the resigna- tion is the type of thing detri- mental to preservation of a non- poliiical civil service. It was some- thing which endangered the in- violability of government. service. Mr. Thomson submitted his re- slgnature last November before the Saskatchewan Liberal conven- tion. He did not win the leader- ship and the government did not accept the resignation. Prime Minister St. Laurent in I statement at the opening of the sitting said there appeared to be no legal reason for Mr. Thomson to have resigned. N0 LEGAL REASON "The resignation was evidently submitled as a matter of propri- ety." he said. No action on the resignation was taken before the nominating convention and sub- sequent to that event Mr. Gar- diner recommended that it. not be accepted. Mr. Diefenbaker said any per- son in the public service should resign if he desires to seek public office. There was no other way for an Individual to evade the sug- gestion of political partisanship. NO CONDITIONS ASKED Mr. Gardiner said Mr. Thomson resigned prior to the convention but his resignation did not ask any conditions. However. Mr. Thomson said he was prepared to coniinuc as director of PFRA until a suc- cessor could be found. ”After it was all over (the con- MINIMUM QUOTA The winning candidates in pres-I idential elections in Costa Ric.-II must have at least 40 per cent of; the tnlal vote. A recent ruling of the Income tax appeal board disclosed that an unnamed firm entertained public officials in g stunner residence. Prime Minister St. Laurent said Tuesday in the Commons he will endeavour to ascertain what was said at the closed hear of the case and secondly if of the government were entertained. He said he was "very much eur- rlsed" by the disclosure in. the dis decision, issued last set.- urday The judgment. signed by board member W. 5. . said the company claimed deduction of 3.27.780 from its loin taxable in- come for alterations to the sum- mer home "where officials and of- ficers of the various government bodies could be entertained prior to negotiations of government con- tracts." v OFFICIALS UNIDENTIFIED The governments or officials were not identified. The name of the company also was withheld be- cause it had asked that the hear- ing of its appeal be held in pri- vats. The board's Judgment did not give the location of the property. but it is understood it was in Que- bec province. The deduction was not allowed on the ground that the contracts were let to a subsidiary of the company, identified only as "No. 237. The parent company only rented construction machinery to its lub- aidlary and therefore could not claim deductions for money merit to obtain income under terms of the Income Tax Act.
