Phillip Matheson, one of the conservative members for the District. Speaking on the Draft Address. Mr. Matheson said that promised road improvements had been so long overdue that the same Lib- eral pledges made four years ago were used in the campaign last December. The people were still awaiting implementation of the promises to build the West River and North River bridges, and to put the main roads in passable condition. The Government was showing "an extraordinary tim- ldity" in its Public Works Depart- ment, out of keeping with its previous boastful sttitiiaie.
