THE GERRY MANDER. : Tue pasaage of a Redistribution Act before the taking of the next census is.ac unnecessary aud unconstitutionsl pros cedure. Thatit peal to tne people, after the districts have make no is preparatory to an ap been “*‘Gerrymandered,” we It is, indeed, probable that this of the present that doubt. the last session Parliament. The they have forfeited the confidence of the people ; they know that they have been weighed in the balances and found want ing not only in politicel and executive ability, but alsoin the common honesty which impels men to try to keep their promises ; and they know that unlees they gain an advantage by meaus of the gerry mander and go to the country quickly, they have no chance of another lease of power. So after twe months of doing nothing in Parliament the threatened Ra- distribution Bill has been brought down. The Conservative members from Ontario will certainly give the bill all the opposi- tion of which they are capable, for it strikes at their political lives. We therefore anticipate a prolonged discussion and hot weather in Ottawa before the bill receives the sanction of the Governor General. Iu this Province the status quo ante is to be restored in respect to Queen’s and Prince County; and King’s County-- Conservative King’s—is to have but oue representative. The olject, evidently, is to get rid of Mr. Martin by pitting the North against the South of Queen’s County, and eo to avoid Leing compelled to deal with the Belfast and Murray Harbor rail- way. We ail koow that when Messrs. ¢ Davies and Welsh represented Queen’s County, year after year passed without a word being eaid about the railway. But since the redistribution following the last decennial census, and the community of interests thereby established between King’s and East Queen’s, the rights and interests of Murray Harbor and Belfast in respect to arailway has, session after session, been pressed upon the notice of Parliament by the representatives of Ear, (Jueen’s and King’s. The change now to be made will restore the old conditions under which nothing was done by the represen- taiives of Queen’s County strong in their Liberal majority north of the Hllsboroughi and as King’s county will have bu. one representative the new conditions will be» jn 80 far as the failway is conceraed, worse thao the old. But the Belfast and Murray Harbor rail- way apart, injustice— manifest injustice— will be done in regard to the representation of this province if the Goverament scheme be carried into effect. The present division of the Province into five ridings is as near- ly equal and just cn the basis of geograph~ ical limite and population as it can be made ; and, moreover, it avoids the unfair- ness which results from “hunting in couples,”--the “plumping” and “cross- voting,” and comylications ard devices by which the will of the majority has repeatedly been defeated, Under the present arrangement every candidate appeals to the electors upon his own merits and the merits of his party, The Liberals now propose to “hunt in couples” in #0 far as Prince and Queen’s Counties are concerned,— and to give King’s County but one nents: will be Liberals know me - — = a the market. excelled by none. Proresson McFapyeay, of the Roval Veterinary Society of England, has contribu ted a paper cn the taberculin test. At the outset—we qauo'e the Farme 7s Advoc«te —be concedes that the test is not in. fallible, as mizht be said of most thiug® with which man has todo. The first of the causes why tuberculin may occasioa ally prove unreliable even in skill ed hands is inthe nature ofthe substance itself. Me says that tuberculin is not a eubstance chemical composition and strength. tain substances of ill-defined chemical com” nosition which are alded tothe liquid in whizh the bacilli are cultivated by their ove vital activity. Tabercalia ie weak or strong according as it is richer or poorer in these substances, and he acknowledges that by using a suffiziently large qiantity of tuberculin one may cause the temperature to rise in an 2nima! that is free from tuber- culosis, anda rise in temperature fail to follow, even in a tuberculous subject, from the use of too smalladoee or from the tuberculin being weak on account of some error in its manufacture. Still he thioks the risks of miscarrage are inconsideral le if the tuberculin is got from a trustworthy aource ; and theré ie a wide margio between the quantity that will excite a reaction in a tuberculous animal and the quantity tat will cause a rise of temperature ip a healthy one. But the professor is com- pelled to state that which tous seemsa serious admission, that the temperature of the animal may riee frcm some cause quite unconnected with the irjection of the tubercalin, and the only safe- guard is to note the manner of the rise as well as to the extent of as- cent. A sudden rise followed by a sudder descent is not proof that the auimal is tuberculous, but asteady and gradual rise, followed by an equally steady aod gradual descent, does afford such proof. The former indicates that the rise is due to some local or accidenta] disturbance He also points out that the test is not to be relied upon when used under exciting conditions, as in the market or slaughter house. It follows obviozs!y that provid- ing in the first place reliable tuberculin be secured, then only men of ekill who are thoroughly experienced in the application of the test should be permitted to apply it. The Advocate adds that on the whole, Prof. McF'adyean’s report tends to unsettle faih in tuberculin as a sure test in gen- eral veierinary practice or connected with measures for the promotion of public health. —The Farquharson Licensing Law continues to be the topic of conversation.
