'i Although the war ne\vs is exceedingly meagre
these days, indicating that the censor has put more
than the usual pressure on the lid, it is evident that `
big things are in the air and likely to develop in the,
very near future. The great battle of Verdun, pre-
cipitated by the Crown Prince is still in progress after `
more than two months of slaughter in which the Ger-
mans are said to have lost almost, if not altogether, a
half million men. In this battle the French were on
the defensive while the Germans rolled wave after
wave in the attack only to be broken against the im-
pregnable chain of fortresses surrounding the town of
Verdun. Now the French have taken the offensive
and are driving the Germans from trench after trench,
from position after position. Forty miles east of Ver-
dun is Metz, said to be the most strongly fortified
city in liurope. lt is the chief city as well as the
chief stroirgliold in Lorraine and the Germans are
now beginning to fear for its safety. It is said in
some of the despatches that the civilian population is
being removed in anticipation of an early assault by
the French and Allied troops.
No official announcement of such a move has been
made or will be made but the progress that is being
made by the French would seem to indicate that they
do not purpose halting at Verdun. Farther north and
west, around Ypres and on the border of Belgium;
heavy fighting is continuous as if the contending lines `
were testing each other’s strength. The Canadian
casualty list which has of late been very much larger _
than heretofore, shows that our boys are doing and
daring and dying in this sector.
The arrival in France during the past three weeks
of several contingents of Russians lends colour to
the belief that an offensive on a large scale is to be
undertaken shortly. Of this, however, little, proba-
bl_v» will be given out except the results of decisive
iiiovenieiits.
_ Up to a late hour this morning the full text of
(§ermany’s reply to the. United States has not been
received although expected yesterday. From the com-3
ments in Berlin papers it would appear as if Germany
wants to do a little more parlcying and explaining be-
fore throwing down the gauntlet to the United States.
\\`hethcr thc \\’ashington Government will shut off
the parleyiiig or send more notes remains to be seen.
In the United Kingdom the sensation of the week
has been the rebellion in Dublin and thc arrest and
trial of those who foniented it. The trouble was noti
long-lived and peace once more reigns in lrelandf
many of whose sons are bravely and loyally fighting;
the Empire’s battles in France and Flanders. The re-
sult appears to have been confined to the few sec-`
tions in which German emissaries had been doing mis- 
sionary work since the beginning of the war just as'
they have been doing in the United States, India and
elsewhere. The rebellion in Ireland was German
ratherthan Irish and met the fate that awaits the
German uprising in Europe.
Military writers seem to be of the opinion that thc
next month or two will witness events on the con-
tinent that will pave thc way, at least, for the begin-
ning ofthe end. _
WHERE Allll WE AT? 
Where are we at in 'this maze that, until two years .
ago, we called Civilization; sometimes going so far as f

scientific invention we shall be infinitely richer. We
shall hy/e conquered the air; shall have charted the
bottomless ocean and made it navigable. shall have
hamessed and domesticated the mysterious and un-
known electrical forces and made them do our bid-
ding in our homes and _on our streets. We shall have
become moparchs of all we survey in air, on earth, in
me sea, and ibm what? will we have conquered that
devil that mined Germany after she had nursed- it in
her bosom until it beaune sotiicieatly strong-to stran-
gle her and make her an object of pity and contempt
even to' ‘the untutord savage? That devil is selfish-
ness, fed and pampered and hugged and ever growing
in strength until, at last unless curbed, it gains the
mastery. This is what happened in Gemiany; it is
what happened to the misguided little party in Irr-
land who allowed themselves to be persuaded by Ger-
man miscreants that they were strong enough to defy
the might of England; it is what is happening on a
smaller scale among ourselves when we feed our self-
ishness by going a little beyond our rights, claiming
these little excesses' as rights and gradually extending
them until we finally conclude that everything we can
lay our hands upon is ours by right. This is at the
bottom of that monopoly which we occasionally find
in the commercial. the industrial, the transportation
and even the social world; when thg stronger concern
gradually strangles the weaker and puts it out of busi-
ness. There is no doubt that, with the advance of
science and invention, and the resulting spur of ambi-
tion, the tendency to over-reach is being unhealthily
fed. This tendency, fed and encouraged- ruined Ger-
many and brought upon the world its greatest cala-
mity. We 'too must watch our tendencies and see
to it that they are not carried to excess. National
righteousness is only individual righteousness multi-
plied, and the nation’s safety depends upon each in-
dividual doing his duty.

Summer is here once more. We have seen many
summers come and go; seen them come, with high
hopes that we should see an improvement over the
previous one; seen them go with many regrets for
lost opportunities, for neglected advantages, 'for cri-
minal disregard for those things which would have
been to the advantage of ourselves individually and
of the province 'generally_
For many years we have boasted of the advan-
tages of our province as a summer resort, its unex-
celled climate, its interesting and picturesque rivers
and shores, its fishing- boating and bathing privileges.
-These are the first essentials of ci summer resort and
we have them in abundance. Yetfew besides our-
selves know we possess them.
What have we done to encourage tourists to visit
us? Last year the Board of Trade did something,
and with good effect, so far as the effort went. We
have a Tourist Association but those who once knew
it now know it no more. Indeed its very existencel
had been forgotten until the other day when the gen-
.tleman who is said to be its president vetoed the motor
bus bill in the legislature, thus depriving the city of
the only bid for tourist business at present in sight..
It is now somewhat late to do much to encourage'
tourist travel for the present summer, and yet some-
thing could be done. ‘ Ther¢ arc reports that efforts
are being made or about to be made to Open more of
our roads to automobile traffic. There is a growing
opinion that the road to Georgetown is about to be
opened by petitions from the _one or two school dis-
tricts that have hitherto been antagonistic. Such a
during the summer. 'It would be a nice day's outing
from Charlottetown and even apart from outside au-
tos the fifty or more autos here would make n-iaiiy and
profitable visits to the eastern city and intervening vil-
lages.
There is also some talk of similar effort along the
South shore from Charlottetown to Summerside.
There is not a finer continuous fanning section in
to call it Christian' Civilization? The latest jolt is ;Can;,ida than that travel-5¢({ by this road and ¢}1¢ cpm-

away up_under the Aurora Borealis, accessible only:

are-sending missionaries and clothing, that these'
chiefs have subscribed a fund, each paying two dol-
lars, to feed the starving victims of German civiliza-
tion and culture in Belgium! Civilized Christianity
an object of charity to the unclothed, uneducated. un-
civilized barbarians! It is humiliating, no doubt, and
yet we cannot refuse the help of these poor people.`
The Belgians need it all and more, and they are our
ingof it to automobiles would be the biggest adver-
tisement the Island could possibly receive.
These things and many others have been “iii the
wind" for some time but so far nothing has come of
them. In the slow process of evolution they, and
doubtless many more, will come. In thg meantjhie
unless we “get a move on” the present generation is
not likely to profit much by the advancement. of
