HARPER uring Contractor, Tue Guardian maintains that Tae Ex- AMINER misinterpreted its article of yester- day morning and that it was not wrong in its attempt to prove that the constitution of Canada contemylates adherence to County and municipal lines in respect to | mad? its partial and misleading quota~ tions from the British North America Act, or why it declares tnat‘* noone reading those simple and plain provisions of the Constitutional Act can fail to see that the ; intention was to bave the representation based upon the existing county and city boundaries.” The British North America Act simply sets forth the boundaries of the electorai districts for the first election held under Confederation, and jJeaves the whule mat ter of subsequeat boundaries in the discre- to these (1) That a redistribution of seats shall take place “on the completion of the censue in the year one thousand eight hundred and seventy-one, and of each sub-~ sequent decennial census ;” (2) that the principle of representation by population, tion of Parliament,—eulject restrictions: da should be the same as that of Quebec. The Redistribuuon Bill before Parliament is an open and scandalous violation of the two former provisions. The decevnial census will not be taken unti) the year 1901, and the principle of repres entation by population has been utterly ignored,— as witness the case of Toronto where there will be but one representative for 50,000 people, while in the acjoining district of York there will be one representative for 21,000 people, and the case of King’s County in this pro- vince in which there is but one representa tive for 26,000 people while in Prince, there are two representatives for 36,060, The Montreal Gazette aptly remarks that “that sort of business is neither repre~ sentation by population, Liberaliem, nor sense,” —while “it is clearly in violation of the spirit of our constitution. Still the Guardian contends for the restoration of the princip!e of adhering to county boundaries as fer as practicable for electoral divisions. Perhaps The Guardian ‘will say whether or not it is pracé ticable to give representation accordivg to population and elect five members of the now House of Commons from the three counties ¢f this Province. Sir Charles Tupper was present and delivered a vigor~ ous speech whicao was ea.busiastically recived, _—_<- THE 3ENATE AND THE GERRYMANDER. ——— Sir,—The Guardian of Thursday re the Senate, says: “The wisdom of the Senate, if it attempts to back the redistribution bill, may be dontted. The Senate w ll take an unusual and questionable course of it interferes in a matter of redisiribution of the Commons seat’, « matter directly affecting the Commons exclusively.” We think the people’s right to repree~ entaticn by population is a fit subject for the Senate to consider ; and we cali on the Senate to protect the people,~not the an ideal bill, it creates great inequalities,’ as witness the Guardian’s article re Westmoreland and Restigouche. If the Guardian could stand as independeat of Domioion politics as it has done recently 10 local matters, what an amount of good itmightdo.
