OTTAWA, March 21.- Sir Thomas Whlto‘s resolutions providing for the imposition of taxes upon the .net pro- flte of business concems in Canada since December 31. 1914, were finally adopted in Committee in the Commons to-day after sever.-_il amendments had been inserted and considerable dis- cussion had taken place. ’l`he bill founded upon the resolu- tions will now be introduced and put through its several stages. Sir Thomas throw further light upon the manner in which the taxation measure would be administered, saying that com- panies apparently liable to taxation would be asked to send in returns to the Finance Department. These re- turns would be checked by officials of the Department and penalties would be enforced against those who made false reports. Upon the returns the assessments will be based and will be sent out to the various firms. The Finance Minister said that some increase will be required lu the stall' of the Finance Department at Ottawa and that it will be necessary to have a small statl’ in the various provinces to secure information. Sir Thomas made it clear that the boards of re- ferees aud the Exchequer Court will be granted as a matter of right, and that those tribunals will have all the powers of courts of revision. He in- timated that there will probably be a board of referees composed of busi- ness .men and lawyers in each pro- vince or section of the country. The ‘business tax. he said. would terminate on December 31. 1917, whether the war was ended or not. An amendment was inserted in the bill providing that for the purpose of the proposed measure the ne( profits of non-Canadian companies would be the profits on their Canadian business.
