Supporters oi the gov- ernment were pleased. while those of the Conservatives felt some dis appointment. it was said yesterday in the cap itnl that the Premier is likely to seek re-election in Middieeex be- fore the session. The result in Bagot has given more courage to Liberals who feel sure that Mr. King will be elected despite the strong opposition with which he will be met. in the event of the Premier failing to, elect in the bye-election a general party convention will likely take place among the Lib- erals in order to select another lender. (Special to The Guardiam) OTTAWA, Ont, Dec. 9—In 1918 Parliament by unanimous vote passed a civil service law placing all positions in the public service from one end of the country in the other under the Jurisdiction of the Civil Service Commission in- cluding even minor and unskilled labor positions of every descrip- tion. This was implementing a pledge made to the country by the Union Government, and the oppo- sition 0t the day concurred In this legislation. in addition to dispensing with nil forms of patronage the law re- quired the commission to reclass- ify and ro-nrganize the public aer- vice. Re-ciaasification was first under- taken. This work, with its vol- uminous details. necessitated the appointment of a large staff and the outlay of a. considerable amount of money but notwithstand- ing what in said regarding the ro- slili. reclassification has proved a. great boon to the civil service of the country. A committee was appointed by Parliament during the session of i923 to enquire into the operation‘ of the Civil Service Act. Th8 charge oi lack oi’ control by the deputy beads of the departments was investigated by that commit- tee, but In their report no mention was made that the claim was aub- otnntlated to any extent. As a tuatter of fact. the merit system was upheld by the report and It was suggested that. the re-ornn- lzation of the public service should he continued. Nothing baa aver been done on this report, in 1924 the Senate appointed one of the moat representative , committees‘ ever assembled for the purpose of in. atizating the ' workings oi the Civil Service Act.
