AsI have been called on to advise the people, I now advise them to compare the above letter from the Presi- dent -of the Council with the Resolutions ofthe same date, passed by the Council, and compare these again with the Resolutions passed in the House of Assembl on the 25111 April, and then compare the haste with which the letter was dispatched from the Council Chum- her, before the Governor had time to leave the House— thc preremptory nature ofits contents, to pay Mr. Havi- land immediately—with my. reception at his house, and then say, whether the Councils and Officers of the Colonial Government are influenced by the Land Agencies. _ _ . . The concluding part of the note is—“ his to be hoped he will advise others to follow his example—at all events they will likely take the hint.” The unusual manner in which a transaction ofthis nature is published, shows an I eager desire of an interested party to grasp at the rent; it implies that the rents have not been regularly paid, through my advice or example; and linfers, that my advice and example are pecessary to mduco the tenantry to pay their rents. It is a well known fact, that the tenantrv have never been able to pay the remde. manded—tliat the rents demanded were far too high, even ifthe roprietors bad bad the most unobjectionable title—that t to value ofthc land, for malty years, was not above two or three shillings per acre, and the. rents demanded were equal to the interest at from 50 to 100 per cent.; but, as the conditions of the grants Were not performed, the tenantry bad the respect that the Crown would escheat the land, or inter ore to settle them. But, as time advanced, the tcnantry saw that, instead of being settled, they were to be turned off the land, one by one, for arrears of rent, to enable the proprietors to sell their improved land to persons Vi-ith capital, who were induced to come from England to purchase. the cleared farms; this state of things produceddiscontent and agitation—meetings were held, and petitions'gotup to the different branches ofthe Legislature, praying their interference to have justice done to the_pcople who had sufi'ered all the hardships in improvtn the Colony. This displeased the Proprietors and apd Agentp. Tenants who had attended a. meeting or signedu pen. tion were served with bailable Writs, Processes, Dis. traints,.or Ejectments. It was utterl impossible to pay the rent ;. and if they did not make t err case known'to Government, they were to be turned out oftheir cleared farms, when the proprietor found a suitable purchaser; and ifthey had attended a meeting, or signed a petition, the were to be turned off or punishe immediately.
