The Com- | missioner accounts for this by the exception- | al entries for duty, both of apirits and to- | : bacco, made in anticipation of the tanff of 1879. These ehtries, he says, swelled the jrevenue of that year above the normal ;amount, and without doubt a large pro- portion of the duty paid stocks were brought over to 1879-80, thereby decreasing the entries for duty vf that year. In this Province, the report shows a de- cided inérease in the manufacture of te- bacco, spirits and malt liqnor. “ater « Spread of Diphtheria. The extended medreo-meteorological re- searches of Dr. Arthur Mitchell, and Alex- ander Buchan, the noted British meteoro- logist, conclusively demonstrate the con- nection between this disease and detinite weather stages. ‘* Cold and moist air,’ they find, *‘is accompanied with a high death rate from diphtheria,” —eonrditions which have marked the Atlantic seaboard for the last fortnight, and have been in- tensified by the heavy rains of Sunday from Virginia to Massachusetis and the cold wave now upon us. The coneurrence of iow, temperature and high humidity in augmenting the maligndnecy and spread of diphtheria is the more remarkable, as etivlogists incline to the theory that the malady is originated by organie matter in the air, whichis generally neutralized or destroyed by cold weather. hh <P Sute-— | Sir Charles Tuppers Sveech..- Simei. Tus St. John Neirs says: °° li the debate on the Pacific Kailway contract maintains throughout the vigor and ability impressed on itat the ontset by Sir Charles Tnpper, it will prove to be a very remarkable dis- ecussion—one that will reflect great credit on the Canadian Parliament. men of every shade of political sentiment may well feel prond of the figure eut by Sir Charles, one of their own men. in opening this great debate. The ovcasion was a grand one. The subject imviting dis- cussion was one of the highest importance, and the consequences itrvelved in the final decision mormentuous. Sir Charles rose to the level of the occasion aud the subject in his opening speech’ lt is true, that Mir. Biake, in commencing his reply. thereto, sneered at it as being an old oration once more re Bat -eandid, intelligent’ Canadians, carefully perusing it, will frank- ly acknowledge it to be strictly relevant in all its parts to the subject on hand, a clear, consecutive and comprehensive statement of the whole question to be considersd, a masterly defence of the bargain to be woighed as against Opposition attacks and breathing throughout a fins, manly pat- riotic tone. eo Jost Important Announcement. The announcement made by Sir Charles Tupper in his magniticent speech last night, that the Jrmes of yesterday had an article deciaring that the imperial Governmert would submit to Parliament at ifs ap- proaching sessjon, a scheme of emigration to Canada, which they proposed to assist, in co-operation with the Canadian Gevern- ment, is one the importance of whichrcan hardiy be over-estimated. The evidences of a growing interest abroad in this Do- minion are accumulating every day. Ten years ago an effort was inade, through the agitation carried on by the National Emi- gration League, to induce the Imperial Government to interest itself in the matter of relieving the distress in Great Britain by assisting the surplus population to emigrate to the colonies. Sir Geerge Grey and Mr. Edward Jenkins held meetings thioughont England in order to excite the popular sentiment in favor of the scheme. Mr. McCullough Torrens brought the matter up in Parliament, only to find himself stand- ing almost alona, one of his chief opponents being amember ef the present Govern- Charies Dilke. The agitation was abandoned as hopeless, and has not since been revived. That we should now, in’ ten short years afterwards, find eur- seives face to face with the announcement that a Government of which Mr. Bright and Sir Charles Dilke are members, ere prepared to submit to Parliament a scheme to aid emigration to Canada, is the most striking evidence of the success which has attended the efforts of the Dominion Cab- inet ia enlisting Imperial interest in the development and prosperity of this ceun- Montreal Gazette. ee RO + > > ° ment, Six try. — When you are telling a mana secret do not say ** Now you will not tell this.” The man that you have to say that to will tell your secret, While you were in the uruscum and look- ing atthe mummy did you ever wonder how many political speeches he might have made in his time # The perfection ef conversation is not to play a regular sonata, but, like the Adolian harp, to await the inspiration of the passing breeze. -—— Burke. The tewa of Lindsay, Ontarie, has for soine time past been considerably excited owing to a quarrel between a portion of the preas and the school trustees, which resulted in a four-fold libel suit. It sisted, against the will of a part of the community, in retaining in office a teacher who, though well qualified as to ability and scholarship, was not altogether blameless in his habits. The Lindsay Post, which is edited by Mr. Barr, fermerly of the Mon- treal Gazette, considered it a duty to the public tv ventilate the matter. In doing so, our eontempor@ry told the Schoo!
