The Egyptian; Loan Carro, July 50 The Khedive has issued a decree explain- ing the charges to be paid fovt of the new Egyptian Loan of $45,000,000. He says claims for indenmity arising out of the bombardment and pillage of Alexandria, and losses resulting from British occupation will constitute a first charge on the loan. $50,000,000 of the loan is intended, the decree says, to be expended in irrigation works for the benofit of the fellaheen en- gaged in agricultural pursuits.
