Brieflytslated the plan is to authorize the issue of seven millions of thirty-five year 5 per cont bonds of which two mil- lions ure to remain in the treasury. 'Q The balance of five millions will take up the present outstanding issue and re- tire the floating debt making a saving of one per cent in the interest rate on the old bonds. Three millions of the preferred stock will be 7 por cent. interest bearing instead of B per cent as at present and redeemable after five years at 125.
