Despite oilicial statements which have
been taken. by some persons as evasions
and by others as qualided denials, the
impression remains that Lord Minto and
his constitutional advisers do not see eye
to eye in all particulars. It has been said
ces not necessarily mean that a full
accord exists. It is said that Lord Minto
has a. very strong will; that before coming
to Canada he had some friction with his
advisers in Australia, and brought about
their downfall; that in military matters
in Canada he has held very exalted views
of his own prerogatives; that he
supported the pretentious of Gen-
eral Hutton to the effect that the contro
of our permanent military forces and the
militia was a matter wholly of imperial
concern, and that the functions of the
Canadian Government and Parliament
began and ended with ‘finding the men
and the money.
When the trial of strength came
General Hutton had to go, but this did
not bring about any better accord between
Lord Minto and his advisers. The Royal
visit is said to have widened the rift.
Report has it that there were differences
of opinion between the Governor and his
advisers in regard to the general program
