"The sweeping and flushing of these streets was carried out as usual. but in this regard I wish to state that we did receive some complaints. However, the policy of the Council was to out down on the number of sweepers. by not filling vacancies when they oc- curred. This has shortened our staff of sweepers and thlg together with the practice of d large num- ber of our people raking their leaves and dumping their ashes. etc. on the streets, has increased the wcrk of cur sweepers to the extent that it is practically impos- sible for them to sweep and clean the zone allotted to them. "The wooden sidewalks were re- paired where necessary, I would Just here mention that the repair- ing of these sidewalks to me is Islse cconcmy. The life of a wcozl- en sidewalk is approximately two years and from information. I have it. that 6d feet of cement sidewalk cost sbwt the some as 100 fl. of wooden sidewalk. A5 a ooncret: sidewalk is a permanent walk the property owner must pay half thc cost, consequently. to lay 100 ft. of concrete sidewalk would be less ex- pensive to the City. In this regard also I maintain that our own de- psrtment can do the work just as cheaply and cheapes- than work done under contract.
