Fifth,-The lack of proper interest be- ing taken by the Manager of tba P. E. Island Railroad, in regard to providing empty cars, when needed for certain work here. We know of much dissatisfaction and loss to our merchants and farmers in Prince County this winter, because hun- dreds of cars wanted could not be obtain- ed to move fire wood into Summerside, and mussel mud out of Summerslde,when it was notorious that emrty cars remain- ed for weeks at stations and sidings, West and East, snowed up. 'l`he ener- getic application of labor an the proper time would have released thase cars, ac- commodated the farmers, and added in the revenue ofthe road. Then in rt gard to winter express accommodation, we know that packages are received at, and sent from Charlottetown, while ue are cut off from this advantage, having to forward our Hoods to, or receive them at, Charlottetown. Summerside should have the same right from the P. E. Island Railway as Charlottetown has in this re- gard, as well as in regard to a special for winter foreign mails. Perhaps someone may be surprised to learn that out of the 28 days this winter Sumrnerside was without a foreign mall via .the steamers, 18 of these 28 Says, we woulri_ have re- ceived these 18 mails, had a speclifl been used in the interests of Sumrnerside and other parts of Prince County. Even holding up the regular train for an hour upon two occasions was all that was necessary to give us a foreign mail on those two days. During the other ten days of the 28th, we received foreign malls via the Capes, but why should any of these Cape mails be hustied oil' to Char lottctuwn, assorted and brought back to us the following day? Or why were so many outward trips, by four boats and 48 men, necessary, simply to take over only the Summerslde letter mails, with no proper connection at Cape Tormentlne' or Sackvtlle to expedite these mails l These four boats and ~iS1nen returned many times without mails or passengers. Why such a proceeding was in operation, can- not be conceived, unless it was to amuse these hard working men. It certainly would not occur if proper thought was given to the interests of Prince County. Sixth,-The Summersidc Railway stat- ion and yard accommodation here are such as would be condemned as inadequate by any fair minded man. The dangerous character of this restricted area has impressed itself noon us by the occur- rence of more than one serious accident. Seventh,-The winter mall service, so for as it has been carried out this winter, by the two steamers, aided hy the efll- clent ice-boat service, has been fairly suc- cessful, owlng to the unprecedented `energy and rivalry on the part. of both 'masters, with equally fleet and strong stcamers, and upon the roulc declared by both of them to the Depnrtrncnt at Ottawa as the only possible satisfactory winter route, a conclusion endorsed, not only by the capable engineers, but by every em- ployee on board. The rcgulat on of other seasons “to never leave port after 12 c'olock noon" was laid aside, “ready atnll hours, to do or die” was substituted, and it is this kind of energy which tells in every vocation, and could not foil in getting the best re- sultafor the eastern route. Nevertheless 25 days this winter, including last Satur- day, the 28rd inat., Prince County did not get a_foreIgn mail, neither did It large part ofQueens County, by this eastern rout.e.! The eastern route was favored this winter, as north easterly winds did not prevail, and the western rou e was favored by an early closing without the usual gale and snow- storm. The border ice remained all winter, and although a larger area of ice, it was not heavily rnftei ice at Sea Cow Head. as usual other winters.
