Imperial Federation. Since the delivery of Sir Alexander Galt’s recent speech at Edinburgh the subject of Imperial Federation has been discussed from various points of viewin the Brittish papers. One of the most singular proposa's made to carry out the scheme is that of Mr. Westgarth, who Says in a letter to the | Colonies and India :—“ Practically over- riding Parliament is ‘the Cabinet.’ | This then is the managable body to be | dealt with, Admit the Colonies pro- | portionately to the Cabinet. The ex-| panded Cabinet. then. by the marvels| Dress Goods, Knit Wool Goods and Winceys; a lot Mantle and Ulster Cloths, . Men’s all wool Pants, $1.90 of our graduating polities and constitu- | tional adaptation, becomes virtually a supreme federative assemb'y.” This} proposal Mr. F. P. Labilliere, while regretting to differas to details trom any gentleman who has the same LOK di) end as himself in view, classes among | ‘untried experiments and of} government which have never existed | exceptin theory and on paper.” Mr.’ Frederick Young, secretary of the Royal Colonal Institute, in a letter on the same subject, says:—“ I cannot} uaderstand why so many of these who appear, to find some attraction in the proposal of a Federation of the Empire by meaos of a Federal Parliament, aod who say it isa grand idea, that it bas} an air of abstract perfection, Xc., ke., | have not the eourage to face the ques-| tion frankly, boldly, thoroughly, and | comprehensively. Instead of perceiv-| ing that it proceeds simply and purely | on the ancient constitutional lives, and | that it merely expands and extends | them so as to include the eolonies as} well as the islands of Great Britian, | they propose allsorts of lesser plans, | which minimise the grand principle of | complete parliameatary representation. | Hence arise the various minor sugges-| tions which have beea made, as this| great question conticues to be discussed, | of consultative councils,admissions into | the Cabinet, and such like. I,on the | contrary, lay down the proposition broadly and boldly, and without the slightest reservation, that the only sound principle to be advocated is an | Imperial Federatien by a modes National | Federal Parliament, asthe true means| by which alone the permanent unity of | the British Empire will be preserved,” | _—_—o- « The Times is rather severe in its criticisms on Lord Dufferin’s Egyptian | programme, It considers his pro-| posals complete in theory and the framework on his new constitution perfect on pope. There isto be an} army duly surbordinate to the executive power as a supreme guarantee for) order ; there isto be an effeetive police | system to carry out the judgements of) tribunals which are tobe pure and| independent; in fact, as a scheme of government, it is perfect. The machinery is admirerble, but where is the motive force? As a model, the constitution it excellent, Lut the Times sees no means for working it. The Egyptian people are not fitted for it nor for them. It has arisen neither out of the wants nor their aptitudes; it is the expression neither of their needs nor of their aspirations.
