From the short and rather vague despatch received this morning, it appears that the present inten- tion of the Czar is to re-establish the serfdom of the State peasants. If the project is held to be successful; it seems that either universal state serfdom or the restoration of the serfdom to the nobles will follow. Asthe nobles are to be the judges of the scheme, it is a foregone con- clusion that an attempt, at least, will be made to re-enslave all the lower agricultur- al classes uf the empire. lt remains to be seen whether the peasant will submit, and whether, in event of “ais doing so, serfdum will prove a cure for chronic famine.
