' SIHULTANEOUS ELECTIONS. _ From the days when honest Alex- ander lllackenzie led tlie`Libcral Oppo- sition in the iirst House of Commons down to the Liberal victory in 1896 no point in the Conservative practice was more strongly and persistently condemned by the Liberal leaders than the bringing cn of by-elections at different times when there was more than one vacancy. To the Liberal party belofigs the credit of having made provision for simultan- eous polling in general elections, and the leaders of that party always con- ,-, "tended that the same principle ought tobe applied to by-elections For Sale by Auction. l will sell bv auction at McLeod Bi ca' Building, Kent Street on Saturday the 26 li may of November at ll rfclock a. iii. 6 sliarrsithpital Sock Hillsborough Skating Rink Company. May 26 god when theio-weremore than one vacan- cies existing. If we remember right- ly Mr. Mackenzie, when in power, al- I ways followed the rule that be had I laid down in opposition, and brought _on the elections to fill all vacancies at ‘one time. Quite recently adespatcli was sent out from Ottawa, purporting to give ,the Secretary of State, Hon. R. W. lScott, as authority for the statement that the by-elections would be _ brought on simultaneously. The ldespatches in yestei-da.y’s afternoon papers, mentioning only the three by- clections in Prince, Lambton and Simcoe. gave to many an impression _ that the government had departed from that sound principle. Our ful- ler despatches tell that five of the six vacant seats will be illed by pollings to be held simultaneously on. l~lt-h December. This, if it does not entire- ly comply with the established rule, comes pretty close to it. THE OPEN DOOR- However little may have been-` the impression produced on other great powers by Lord Sa.lisbury’s policy of the “open door” in the far east, it is gratifying to note that reports say it will be adopted by the United States ‘ifi the Phillipines, and perhaps in the West Indies as well. It is significant that the two- great Anglo-Saxon powers are now shaping their policy so much along the same lines, and in a. manner that must challenge the approval of the world for its unselfishness. All the com- mercial nations stand to profit by the open door policy, which Britain main- tains wherever she plants her flag. The fact that the United States, hitherto very exclusive in trade mat- ters, now falls into line so far as her _ new possessions are concerned, affords } another reason for believing that the _two governments have had an _lunderstanding since the be- ginning of the war with Spain, of a. more important char- lacter than the world has suspected. At least the Anglo-Saxon team seem to be pulling together in a. manner that is quite unprecedented, and leaves nothing to be desired except that they may keep it up to the end.: .ioi~iN T. 1vi¢iii Punrmnn and Fmzsu Pitonuonn in the world.
