heard before a. commission shortly, il;

Board since its inception and which

press delivery. since with scanty dc-

much more than with zones including

on positive authority that‘the full
capacity of the German shlpyards for
undersea boats is not more than three
a moi_ith. but that’ even if Germany
were able to replace her submarines
as fast as they had been destroyed,
the most grave situation she faces in
regard to this method oi’ warfare is
the actual destruction ot’ the morale
or the olliccrs und crows' of such
vessels.
