Ms. Scautosoua—Mr.Preaident and your honors, in moving that the House go into committee on the Draft ad- dress, I have a few words to say on the different subjects brought before us in the speech of His Honor. N o doubt we all feel thankful to Divine Providence that we are permitted to meet together again, when we rt-fleet that so many of our fellow beings have dropped 05' this stage of action since the last meeting of the Legislature. Wehavegreat reason alsotobe thankful for the abundant harvest of the past season. We have always enough andsoroetosparein thisGar- den of the Gulf, while in some other countries people are dying of starva- tion by the thousand. Although we have not always such an abundantl crop as that of last year, yet happily such a thing as starvation is unknown in this Province. The next paragraph refers to the death of the grandson of our beloved Queen,and in no part of Her Majesty's \ dominions was there more heartfelt sympathy expressed than in this Is- land in the bereavement of the Royal Family. I am sure all must bepleased for more reasons thanone tolearn that the Bill of last session with regard to the collection of money due the Land once has resulted in ts}. collection of a large amount‘ in that department The money was very much required, for when the present government took the reins of power, the finances of the Province were not in a very healthy condition. A large amount of money was due in that department and the government thought it would be prudent to collect it with the least possible expense to the people, and by giving them a discount, the money has been collected without litigation, so that the whole of it gone into the Treasury and not been wasted in legal expenses. Although it has been a boon to the government to get a large amount of money, yet the taking of so much from the people may have been the means of embrassing business to some extent-. I am sure, however, that your honors are glad the money“ has gone into the Treasury and will be used for the benefit of the country. We are informed that a measure will be introduced to lessen the cost of Legislation. A clause, somewhat simi- lar, has been in the Speech from the Throne for many years, and various, schemes have been devised, but none -of them met with the approval of a "majority of the people's represents tives, so that nothing has been done in that direction. Perhaps the Govern- ment intend to abolish this House, or perhaps they think honorable mem- there should be patriotic enough to work for the public without receiving any remuneration. Although I am de- sirousof laening the cost of legisla tion, I would not support any scheme that would impair its usefulness. (We must be careful in pfiing any legisla. tion to decrease the ‘expense, lest we impair the eficiency of the Legisla- ture. If hon.‘ members do not get something like adequate remuneration for their services, we cannot expect the work to be done egficiently. If, however. - measure will be introduced to lessen the cost without impairing the eficieucy of the Iagislature, Ishall be happy to give it my support. We are also promised measures to iocrsssethe usefulness of the Stock F||’I|l;thatIbsliev-etobeamove ’ ‘Mb--latest-.euoa,.odl hope the I-v-9-is-tvinginitqnt attention '1‘ UARDIAN, CHARLN, people of this Island are agriculture and the fisheries, and anything which cas‘be done to further the interests of the farmer should have the most care- ful consideration of the people's repre- sentatives. I am not going to find fault with the government or to blame the men employed on that farm, but I believe a better system should beadop- ted. We require that farm for the purpose of improving the stock in this Province, for we know that as We N0 now situated, it is necessary to change our mode of farming ; we cannot suc- ceed by following the same old system of growing potatoes, turnips and outs for export. We are shut out of the American market and also from that of Newfoundland, so that we cannot dispose of those products to ad vantage. Halifax is about the only market we have for agricultural products and that market is now glutted with potatoes. We must try and get our products into as small a compass as possible so that they can be taken to the free trade mrrkets of England. I am glad the government are showing a desire to improve the Stock Farm, and I trust the improvements will be of great benefit to the farmers of the province. When visiting the farm last year I found a number of fine cows there, but when I asked whether they were good milk- ers or not the man in charge could not give the information. The calves were allowed to run with the cow.-, and they became so wild it was almost impossible to handle them. Some of the Ayrshire cows are good milkers and some are not. We have a num- berof Ayrshire cows on the Farm and and when they drop their calves they should be milked, the milk tested, and a record kept of the quantity and qual ity, and those which make the highest average should be kept for breeding purposes There is a large market in Great Britain for cheese and butter, and we will have to turn our atterr tion more to those industries, so it is very necessary to have cattle of the best milking strains. Then if we want cattle for beef the same course should bepursued in rcgardto breeding __£l;0m the most promising animals, and we will alsofind a good market for beef and mutton in Grpt Britain. In our section of the country an cfibrt is tablished, and I hope the government will assist the people in their efforts in that direction. The public accounts will be submitted to us, and although we can hardly expect that the govern- ment have been enabled to make the receipts equal the expenditure, espec- ially as they have only been in power a little over eight months, yet we ‘confidently hope that no unnecessary expenditure has been made and that the financial affairs of the province have been econ- omically administered. _ No doubt every honorable memherwill do all he can to further the interests r of the province so that he will be enabled to go back to his constituents and give a satisfactory account of - his steward- ship. Mr. Mosruv.—Mr. President,-I rise for the purpose of seconding the motion of his honor from Cardigan, and in doing so, I will just say I have much Divine Providence for the many favors bestowed upon us during the past year. We have had an abundant crop, but owing to the poor crop of the two proceeding years, many of the farmers were unable to pay their debts, and consequently it took all their surplus produce last year to meet their liabili- bilities. We are thankful, however, for the bountiful harvest, and hope we will have another as abundant next season. , In regard to the death of the Duke of Clarence and Avoudale, all Her Majesty's subjects unite in sympathiz- ing with our noble Queen in tl"sore bereavement. All, high and low, have to submit to the will of God, and no doubt He does all for the best. I am proud to be living under the Queen whom all nations admire, and whom her millions of subjects revere and love. The Bill-of last session respecting the collection of moneys due the de- partment of Public Lands met with ,the opposition of the Conservative party in both Houses of the Legisla- ture, but we that it has been attended with good results. I‘ think the government has received more than the estimated amount of 860,000 in that department during the past year, and it is right that the money should be collected. There have been arrears due on some farms for twenty-five or thirty years, and if left much longer the probability is. that they would never be collected. Among other mmsures of import‘ anee we are promised one for lessening the cost of legislation. The subject of dairy farming is one of great importance to the "people of this Island, and it appears the Gov- ernment arc about to introduce a mea- sure on that subject, and I have no doubt it will he benefibial to the people of this Island. , The Stock Farm is much in need of improvement, for II it has been managed during the past few years, it has not been of much ser- vice to the people of the country. I can speak for those in the western end of the Island and I know they have re- ceived scarcely any benefit from that Farm I am pleasel that the Govern- ment are going to do something to make it of more general benefit to the Pro- vince. When the public accounts are laid before us, I presume they will make a good showing, and will prove that the present Government are doing -their best to economise the public -funds. When a Goviernmeut are doing all they can, and making no useless expendi- ture, they deserve our sympathy and support, but when they expend the public money uselessly among their friends then we have reason to com- plain. There have been some public men in the Dominion punished for wasting the public money, and tome others who should have been punished but who have no‘. been brought lojus- tice. Booillers should be driven from power, no matter to which party they belong, and the people of this Domin- ion should see to it that they send none but honest men to represent them in Parliament.
