RULE NO. 1--Any person of good repute, male or
female, married or single, residing in any of the contest
districts may enter the contest by sending in one of the
application blanks (see blank below) properly filled out.
RULE NO. 2-There are 'three separate districts

'No votes will be issued on subscriptions to thispa-
per during; the life of the contest uness for paid sub-
scriptions and for no shorter period than six months on
the daily, and one year on the weekly.
` 'RULE NO. 3-The first publication of names and
\'ote‘sta`nding's will be made at an early date. The voting'
will commence at once. All newspaper coupon votes
will be void unless received at the Guardian office, con-
test department, within the time marked thereon.
Each issue of the Guardian, daily, and the Weekly
Guardianwill contain a ballot good for one vote which
will be published during the contest except the last two
weeks. ‘ I
_ RULE NO,'4-Any-district that shows' little or no
activitywill be declared off aid said district will be merg-
ed with the district closest to it in_ voting strength. and
the contestants from said district added to the one with
cret/ion of the Contest Manager.
RULE N0. 5-All votes which have been voted will
be filed in the Contest Department subject to the inspec
tion and verification of a contestant’s own votes at any
time during business hours of the contest.
RULE N0. 6--A board of three responsible busi-
ness 'men will have exclusive control of the ballot box the
last riight of the contest, and after a canvass of the vote
declare the winners. The decision of the Board of
Judges will be final and admit of no appeal.
RULE NO., 7-No salaried employe or close relative
of a salaried employe of The Guardian, who is actively
employed in the plant of this paper. is eligible to enter
this cont/est. p
RULE NO. 8-Candidates must enter from the dis-
trict in which they live. The Contest Manager to decide
any question regarding the proper districting of candi-
dates. C:Vindidat~es moving from one district to another
after being nominated, will be retained in the district in
which they were first nominated.
RULE NO. 9--Votes cannot be transferred from
