Taking all the facts into consid- eration, the sad and the tragic along with the brighter and the more con- soling, it would seem an unsound and an unsafe judgment to decide that the former times were better _than the days in which we live. THE BALLOT FOR THE CITY. The City Fathers have done well and have kept faith with the people by submitting a ballot bill to the Legislature. The Legislatiire has clone well iu endorsing the principle of the bill, and it is now assured that hereafter the civic elections will be conducted by ballot. We record the fact with great satisfaction. As a steadfast advocate of the ballot in both civic and provincial elections for 'nauy years past we have always i;lt that it must come and that the opponents of the hallct were fighting in a hopeless cause. lt will make a. material diflcrcnce in several respects when the ballot is substituted for the open vote. For inc thing, every elector will feel en- tirely free to record by his ballot the rasult of his honest. convictions. An- other thing will bc that no one will know till the ballots are counted how the election has gone.
