Both the Stanley and the new steamer were designed for the better fulfilment of the agreement referred to. The two can give us at best but a partial fulfilment of this solemn and binding compact. We are not there- fore disposed to submit to have the Stanley taken away when the new winter steamer is put on. If Quebec, or the Intercolonial want ice-breakers, or winter ferries, and a case can be made out to warrant the expenditure let them have , them built to order. But in the name of right, rea- son and justice we insist on keeping the tvo steamers demanded by ihe people of P. E. A Quebec despatch of the St. John Globe, states that it is in contempla- tion, when the new winter steamer _now under construction is ready, to take the Stanley to the St. Lawrence her at Levis. We do not apprehend that there is any sufficient authority for this rumor, but lest _there may be something in it we hasten to file a caveat in due time. These are the days of new and in- creased interest in winter navigation. Russia, Denmark, Sweden and other northern European nations are giving increased__ attention to “ice-breakers” and winter steamers. On this side the Atlantic we are making an effort to navigate the Gulf of St. Lawrence in winter to an-I from creasingly anxious to have her port open later in the beginning of winter. The po~sioility of navigating the St. Lawrence in the winter as far up as Montreal is being speculated .-upon. And the French _speaking province in these days is in a. position ~to com- mand favors of a ministry which it so strongly supports. It ought therefore to be distinctly set down at this time that the Stanley was built especially for the trade be- tween Prince Edward Island and the mainland---built to fulhl as far as might be _ the compact to keep up “daily” steam com- munication with the mainland, ac- ion agreement. The Stanley has done good service, but she has by no means been able to make the dailytrip. We have had long interruptions, running from days to weeks at a time. On the Chilian side the railway extends ,to the foot of the mountains, but there remains a gap of about forty- four miles yet to be completed- This unfinished section includes a difficult piece of tunnelling under the Cumbre Pass, which is 12,795 feet above sea level. On being refused by Collector Cur- rie access to the Orders in Council relating to bonded warehouses the Editor of THE GUARDIAN immediately wired the Ministf 1' of Customs ` that the Collector had refused the infor- mation, and asked that copies of the regulations referred to be sent. They were immediately forwarded and we are in receipt of a bound volume con- taining them. The Minister of Cus- toms has shown in this instance that courteous and obliging disposition which is so conspicuously lacking in his Charlottetown subordinate.
