A late Paris despatch says that an ar- rangement has been perfected between Chili and Bolivia by which a truce is established for three years, but with the strange condition that Chili will allow no hostile demonstrationson the part of Bolivia toward Peru. This not only means a decisive denial to the desires of Bolivia regarding Tacna and Arica, but also isa vetoto any attempt that might be made by the former ally of Peru towards gaining an outlet to the sea by way of Arequipa and Mollendo. Chili in return will build the railways from the coast, at Antofagasta or Iquique, up to the Bolivian cities, con- trol the Bolivian, trade and accomplish possibly her prime object in going to war with Peru.
