P. has brought to it. This matter is worth look ing into for the sake of the Dominion a- well as that of the farmer. In 1881 the number of farmers and farmers’ sons in Canada was 646,712, and in 1891 it was 649,506, a decrease of 1.09 per cent. What became of tho-e wh > with- drew from agriculiure apd why did rot others take their places? Why, al.o, did any withdraw at all ? The reason why agriculture has slightly fallen off, so far as the number engaged in it is concerned,is not far to seek. The mtroduction of farming imp'emeuts has reduced the necessity fur so much manual labor. One man now does the work cof many. and unless the demand for agricul- tural produce were to advance by leaps and bounds, and farms were to be multipl‘ed like mushrooms, it would be impossible for the same number of men to find agri- cultural employment in 1891 as were re- quired in 1881. Farming Las progressed extracrdinarily during the decade under review. The older provinces, whose soil is somewhat exhausted, and which offer oc:upations more tempting, have lo:t among them 36,000 farmers, but these to the number of 29,000 have gone to the fertile west, relieving the congestion and com- petition of which the farmers of Ontario and Quebec, for instance, were wont to complain. Hed ret the west been opened up by the construction of the Canadian Pecific Railway, what would these 29,000 farmers and farmers’ sons have done? They would have thronged the city in search of employment, and have drified across the border to the farm lands of the United S:ates. The amount of improved land in 1891 was 28,537,242 acres, agailst 21,899,180 in 1881. And what does this mean? It means that the average far— mer enjoys the profits from more land than he did ten years ago. It means that instead of a farmer and a family of grown sons struggling to keep themselves on one farm, many sons are now farm themeelves, and share their profits with noone. There are nearly forty-six thou- sand more farms to-day than in 1881. and ‘the increa e is chiefly in the large hold- Does that look like adversity ? The low prices of farm pro- duce which have prevailed of late throughout the world, and which no perty or policy in Canada can wou!d, without the slighiest duubt, have involved the agricultural community of Canada in disaster had the corditions been what they were in 1881. What became of the few thousands who withdrew from farming? A glance at the distinguished names in science, medicine, ngs. ce will tell us. would have had to stick to the plough have been enabled through the easement of labor and through the development of Canada, to gratify their embition. They have been able by means oftheir fathers’ savings or their own to defray the expenses of a professional education. Workers in a new sphere, they have become custon- ers of the farmer. It wi!l be asked what part has the Na- tional Policy in all this? The National Policy opened up the Northwest by build- ing the Canadian Pacific. And if the National Po'icy did not increase the price of wheat in the British markets, it at least has kept the home market for the Cana- dian farmer by imposing a duty upon farm produce. Ifthe National Policy is abolished, the Canadian farmer will have to compete with the pork packers of Chicago and the youltry raisers cf the United States. United States butter, cheere, eggs, vegetables, barley, wheat, mutton and cattle wii] bave access to the Canadian market, wi:hout the Canadian farmer being able to compete for trade in -he American markets. As to the question whether the Protec- tive policy imposes unjust, if indirect, taxation upon the farmer, a word or two willbe in crder. It must be borne in miad that whatever the policy of a Gor- eroment, it must impose taxation in order to raise funds forthe management of the couniry. If the Liberal party reaches power, it has promised to reduce ex- penditures, and to give the far- mer particularly the benefit of the reduction. Atthesame time, it stands p'edged to increase the provincial subsid- ies, which, when added to the provincial d bts aseumed at confederation, imposes a l.rge portion of the present fixed charges of the country upou it, regardless of party or policy.
