There shall be paid by every person a resident of said Wity, and being the owner or keeper of all Horses, Carriages and Sleighs kept er used for the purpose of pleasure er rofit within the limits of the City of Char- ottetown, the following annual assessment of Tax, that is to say: The sum of twe dollars fer each and every horse so kept for pleasure or profit as aforesai:l, aud the sum of one del. ler for each and every carriage or sleigh so kept as aforesaid, provided always that no shall be liable to pay the tax hereby rmpesed for more carriages or for more sleighs than the number of horses ewned by him. 2.
