In any prosecution for an offence against these Regulations the production of: (a) a copy of a newspaper containing a public notice, or. x , (b) an affidavit of the Manager or person in charge of a radio or television broadcast- ing station, stating that public notice has been given over such station, the date of such public notice, and the words used there- * t shall be conclusive evidence that notice was given, the contents of od such publie such public notice, and the date and fact of such public notice.
