The Examiner finds several ob- jections to provincial prohibition, one of which touches the greatest ditli-' culty that lies in the way of the pro- posed measure. We do not think it an insurmounta.ble obstacle, however. legislative authority has power to restrict trade between province and province, as is proposed in tne Alli- ance scheme of provincial prohibition. Two other points are raised by the Examiner, the first of which we can hardly take seriously. It is this in in substance: If certain province _or provinces should adopt provincial prohibition and by that means avoid altogether the payment of either excise or customs duties, might not other provinces in which liquor would still be import- ed and manufactured, and which would be paying duties on liquors- might not such provinces insist upon the imposition of a countervailing t-ax? He must have been a. rather ingenious friend of the trallic who invented this obstacle. Probably the man who first thought it out was spiritously in- ` spired. Certainly no man in his sober senses would seriously entertain it. The Examiner also raises the ques- tion of compensation to those in the liquor trade for the destruction of their business. In regard to this mat- ter those in the traffic may as well set their minds at rest. The majority ef the people in Canada will never consent to the so-called compensation. For that matter we have already set- tled the question in Canada by a hundred precedents against' compen- sation. We refuse licenses one year to scores who were licensed in a pre- vious year. This has been done in Quebec, Ontario, New Brunswick and of licenses from year to year and in many counties refusing licenses alto- gether. Many men were thus com- pelled to abandon the business in which they were engaged, but no one even thought of compensating them. They had not even the face to ask for compensation. No doubt when prohibition, either by provinces or by a general law is brought' in, the big distillers and brewers will make a tight for com- pensation, but they will not- get it. No parliament or legislature in Cana- da will or dare attempt to give it to them. They have been too well “compensated” already by the millions they have accumulated. It is all very well to argue that slave-owners were once paid for ‘their slaves by by the British Goveininent. But that precedent was overuled when Lincoln issued his emancipation pro- clamation, and again when the Czar of Russia freed thirty millions of serfs. ` Those engaged in distilling,brewing, wholesaling or retailing intoxicants will have had timely notice. Let them set their houses and their business in order.
