Ral- fitvll. former Minister of National Defense, and others, of statements made in the House of Commons by General A.G.L. McNaughton. ter of National Defense, on the subject of overseas reinforce- ments; from the Hansard official report. Nov. 23. MI- Glliydon: I take is that we are tube confined as much as poa- sible to uestloning the Minister o! Nations Defence. Out of defer- ence to s at Canadian I think I should in cute to Your Honour that I should make way for the hon. gentleman who represents the constituency of Prince in Prince Edward Island. I think this def- cmnce is due him 1n view of the importance of e matter and in view of the fact that at this time party lines and all divisions of opinion in the House of Commons are down. Therefore Iain ready i0 illve Way to the hon. member for Prince. Mr. Raiston: There 1s quite s. bit of information that General McNaughton could give. and it seemed to me that it might be re- garded as b0l_‘d61’1ng on the terri- tory of security. As I have been listening to him it occurred to me that possibly the way to deal with any matters in connection with the information desired is. if there is to be a secret session or L hear- ‘ SHE HADTALENT-~BIJT msvwensnuova u ing t0 deal with this matter, to . decide there and then- 1 Mr. Speaker. Would the hon. member speak a little louder? Mr. Ralston: I am sorry. I have not yet mode up my mind. but it occurred to me that possibly it might be more useful to the housed and to the public if any infonna- tion which is desired and which borders on the line of security could be elicited from General Mc- Naughton with. the galleries clear, and then such information as could be made public would be published. "The Humble Member For Prince" I am obliged to my hon. friend X01‘ sufigestin that I should be Elven t e rig t of way; but I am not here as the public interrogate: 0f this house. om the humble member for Prince. and I know o. little about the things about which General McNaughton has been talking. There is little difference between him and me. The only difference as I understand it, is that the General said there was a difference between us respecting policies. I think he rather attrib- uted to me the policy of conscrip- tion for conscriptions sake or con- scription whether necessary ornot. My policy has always been, and it has been frequently announced in tkiis house, conscription when nec- Bsiflfy. and I was following that policy when I made the recom- mendation I did which was not accepted by the government. I hope that the General will accept e correction, because there is no difference between him and me so for as the matter of policy is con- cerned. I understand his policy to be the some. that is to say, con- scription when necessary. MLHGHSOD (York-Sunbury): He‘ hos changed like the rest of them. Some hon. Members: Oh, oh. Mr. Hanson (York-Sunbury): YOltl will have to eat crow like the res . Mr. Ralston: I will have to ask the minister to take the responsi- bility for warning us if there is any matter of security connected with the questions I ask. There are only two or three questions that occur to me. I have 1101-78 copy of his statement. I found it a little difficult to hear him. 1 was interested in something that he did not give. but peihaps he will regard it as a matter oi security. I refer t0 the size of the pools that he roposed to maintain in the Med terranean area, in the north- west Europeun area and in the United Kingdom; that is to say, the target, which he sets as a pool which should be maintained there the two battle areas directly behind the troops. Could lie give us that information? He has given us numbers and has indicated that reinforcement pools are very nec- essary. Perhaps he could indicate the size of them in ‘teen thousand altogether. Mr. McNaughton: In answer to that question I would say that it would not be possible to give the information requested in open ses- sion. Mr. Hanson (Yoi-k-Sunbury): Whv not? Mr. McNaughton: The reason is that t0 be intelligible it would have to be broken down in such a way us to disclose the weeks of intense and olliier forms of activity. Since the period is not fl. very long one i: might give indication 0f inten- on. ‘ Challenged Mr. Ralsf/on: I wonder if that is quite the situation? 1 uncierstand that when one is estimating casu- alties one estimates so many weeks o1- months of intense activity. so many months normal mid so mun months quiet. I nm not tnlkln about that. I am talking about the pool. and 011 the basis 0f a p001 generally the estimate is on so many months or weeks of 1n- tense activity. I do not think there is any possibility of giving any information to the enemy if We estimate intense activity. Without ving the numbers of the pool, ow many weeks of intense activ- ity would you feel that you should i-ovide foi- by way of 11 pool taly? Mr. McNaughton: There is a set formula for that. and I think 1t Wfillld be very difficult to Justify glvinB out information from which those rates could be calculated back. I do tliink that in discuss- ml; these matters in open session I must if anything err on the side of caution. We intend to give as much information as we can when there is no danger in discussing the matter, but 1n open discussion I um fearful that- Mr. Ralston: All I want to know is how many months of intense activity was calculated. I am not asking foi- the numbers; I simply want lo know how many months of intense activity were calculated in planning the pool. Generally a pool Ls calculated on three months of intense activity, that is. On the basis of the casualties which would be sufiered in three months of intense activity. Is that correct? Mr. McNaughton: No, that cer- tainly is not. The pool is built up upon the basis of the operation; it assessed upon the nature of the operation. The casualties and wastage rates and so 0n lire os- sessed and then provision; to re- place casualties are laid down. I d0 not think that the pools would be the same on any two occasions. MI‘. Rnlston: ‘There would be a variation in the numbers, but is not that generally the basis upon which the target of the B001 is fixed? You do not change t e pool target every day or every month. Mr. McNaughton: I would not say that this is the case. because on many occasions in calculating operations I have had to take these matters into consideration. The size of the pool. the size of the particular operation you have in front of you. Then Your sflfl-‘W factor L! worked out. Mr. Ralston: But you estimate for how long ahead? Mr. McNaughton: It is related to the campaign. The Overall Pool Mr. Raiston: With regard to the overall pool in the United King- dom, is not the size of that pool based upon a definite number of months of intense activity? I am not dividing it into battle areas. Mr. McNaughton: The reserves in the United Kingdom have t0 be figured on a different basis from that which would be the case if the troops come from the United Kingdom. We have to allow for the time of transporting troops a- cross the Atlantic, and we must provide cushions against that. It is not the distance. it 1's tlie time token to get our troops from this country into the forward awn that counts. All those factors have to be taken into account. ‘The stuff have prepared a most comprehensive table which Ls made up much in the form the lion. member for Prince has indicated. This shows what we have planned and laid out. There have been chimgcs in some cases from the plans that were previously 1!! 91' feet and with which the hommem- I-bcr is thoroughly familiar. I think this table would provide a. clear understanding of the matter if we were free to take it from begin- ning to end. It has been so put together by the staff that the monthly requirements are shown. back to these specific rates. You could not give the different weeks of activity that were contemplated and tlien work buck from that. This table gives figures that the house would want in terms of men and it shows clearly the supply position that existed.
