WEILIINGTON, New Zenland, , Dec. 10—New Zeslund has bid for prosperity with a plan for maxi- mum hours, minimum wages, com- pulsory collective bargaining and rigid conditions of labor. Such social reform measures here are not new; the first step along that line was taken more than 44 years ago with an investigation in- to sweat-shop conditions. Tho capstone of the work was considered by many to be the re- cent decision of the New Zeaiand arbitration court establishing min- imum wages of £3 16s ($19) for men . and £1 ids n39) for women for a 40- ~ hour week. The first Industrial Conciliation ; and Arbitration Act was passed Jan. 1, 1895, and the present law of the some name was enacted in 1925 I with the wage provision set by the . arbitration court under an amend- - merit passed June 8, 1936. In fixing the wage the court was [empowered by law to take under consideration “the general economic i and financial conditions then af- 1 fecting trade and industry in New i Zesland, the cost of living and any ' fiuctuatioiru in the cost of living."- It was added: “The basicofwag- es ,i'or adult male workers llxed i under the authority o! this section , shall be such a ratio u would. in ,'tho opinion of the court, be sul- ilicient to enable a man to main- ‘ tain a wife and three children in a fair and reasonable standard oi comfort." ’of illdusiriul disputes. In reducing hours to 40 the court was asked i hourly or piece-work wages so the gtotal weekly pay envelope of the‘ l employee would be just as large us . ‘under the longer work week. Alli i attempt was made to limit, so izir as ' possible, uiork on Saturdays. ' In the long and bitter debate ov- - i er the bill, one member of tnu-lia-i i lnent in defending higher wages dc- " i clared: "As the volume of produc- , tion increases so must the spcnzluig power ofthe poopie to purclunu, and consume goods.“ One member. asked: “Must the people oi New. . Zealand go lltulgry for no other‘ reason than that there is too much l for them to eat?" l Manufacturers contended higher i wages and shorter hours would in- crease produetlon costs so much that prices would be forced up, thereby lowering the purchtuing power of the workers‘ wages. Members of parliament from farming commiulitics pleaded that farmers could not. meet the addit- ional costs. Said a member: "Tirol fanning cominuniiy can pass norv of these costs on in slaito of Wllfit has been said to the contrary ore;- nnd over gain in this House. We know that world parity ilxcs our prices absolutely. Let prices rise 1n , this country above that parity and the market is gluved with trrircayy‘ l produce withheld from export nndl i ilwaiting sale." 1 ‘t But- the law was passed. and both , those who were for aild against it i sat back and awaited the economic result of their planning.
