A Scere in the British House of Commons. Corresponcde nec? of the New York Herald. Mr. Gladstone's Government, | suppressed the troublesome Parnellites, the Ministry looked forward with confidence to | completing all the stages of the Crime Bill. In this they counted without their allies, | who have been using them to draw their coercion nuts from the fire, hoping that they would burn their fingers in the opera-| tion. adoption by the Government of an amend ment proposed originally by the Irish party tending to mitigate the severity of the) measure. The object of the amendment was to prevent the police from searching houses by night for documents and arms. It is of little practical value, because the Irish Executive has power under other Acts to order night searches; but the Conserva- tives resolved to resist the concession. They brought up a strong muster; the Lib- erals did not rally to support the Govern ment, and fears were early entertained that the Government would be defeated. Scouts, telegrams and messengers Were despatched in hot haste, and as the afternoon wore on numbers of Liberals came to reinforce the Ministerial forces, poured in for the Tories. o'clock When at seven THE DIVISION was taken. The House crowded and animated appearance. There was a flutter of excitement on the benches, the Conservatives looking confident, while the Liberals were visibly depressed and demoralized. Rumors were early cir- culated that the Whigs intended to join their cause with the Tories in resisting the proposed mitigation of the Crime bill. The event proved the correctness of the rumor. The excitement was heightened by state- ments made by prominent Liberals that if the Government were defeated, Mr. Glad- atone would resign. This strengthened by a vague statement to the | Gladstone. In| mean | rame effect made by this difficulty the Liberals were enough to scek the he)p of the Irish mem- bers whem a few days before they had | ignominiously suspended. Emissaries from the Government and the Radicals below the gangway appealed to them to vote with the Government to save the Ministry from defeat. Their appeals were met with direct refusals ; a dozen Irish members oc- cupied seatsin the gallery watching the procecdings with evident interest, and visibly enjoying the difficulty wherein the Government found itself. James Siacnwuite, North-West, says he terial emissaries had approached the Irish members in full view of the House, and had broyght back their refusal to interfere further in the proceedings. The Govern- ment felt the danger, and made desperate efforts to dissuade the Whigs and Tories from pressing their attack. In vain Mr, Gladstone, Mr. Childers, and Mr. bright rose and appealed to the House not to refuse the cencession in the absence of the Irish party which the Goveroment had promised to the representatives of Ireland while in their places. The Whigs and Tories resolved to show no merey to the Government which had made itself their teol, and proceeded to make them drink the cup of Coercion tu the dregs. When the division was called a dozen members who had been watching the proceedings passed into the distinguished strangers’ gal- lery to await the result. While the Liber- als were anxious and depressed, the CONSERVATIVES WERE EXCITED AND Joyous. Sir Stafford Nourtheote threw off for a moment the tea-party aspect which has gained him the title of ‘‘ The Grand Old Woman,” and seemed to be thoroughly excited. Mr. Gladstone was evidently not happy ; his mobile features contracted with a painful expression, half of sorrow, half of anger, which was a certain indication that matters were not going well. Long before the official announcement was made it became evident that the Government was beaten. The Conservatives, as soon as the tellers appeared at the table, were unable to restrain their joy at such an event, and cheered lustily before the official announce- ment could be made. Over the Liberal benches reigned an ominous silence but the angry glances directed towards the Irish members in the strangers’ gallery, whose votes would have saved the Government. told clearly how much the Government sup- porters felt theirdefeat. On the announce- ment being made, MR. GLADSTONE ROSE immediately, and said that under ordinary circumstances, after such a division, he would have asked the House to postpone the consideration of the measure, but seeing the extraordinary condition of Ireland he should, without prejudice of anything he had said, ask them to proceed with it. Notwithstanding the reference to a threat to resign, made during the last part of the debate, it is not generally believed that he will carry that threat into execution. Many of his fellowers, however, fear that another coup detat may involve them in the dangers and expense of a general elec- tion. Now that the Liberal Government | has provided the Conservatives with a stringent coercive law for Ireland, and brought the country to the verge of war, which would enable them to carry out a¢@ spirited policy, there is no doubt that they | _ would accept the responsibility of power if | the people would give them a working majority in Parliament. : Ce ee Se. ee TO LET.
