These conditions will en- able the two British Provinces, to rc- sume much of their normal status, and also to take stock ofthe losses they have suffered. We who have never endured an armed invasion, can form but an inad- equate conception of what it means. During seven uionths past a large section of Natal, amounting at one time to about one third of the Province, was under Boer control and occupied by their armed for.-cs. During that time the houses of loyal citizens were looted, their live stock, farm crops, and provisions seized and' carried away, and their personal liberty destroyed or imperilled. They were to all intents and purposes a conquered people. The authority' of the Provincial Govern- ment and the laws of the land were over- thrown, and the people were wholly sub- jected to Boer rule administered in des- potic fashion. In a large section of northern and northwestern Cape Colony, in Griqua Land, Bechuanaland and in parts of Rhodesia, the country was in a. like condition of subjugation to a rude and semi-civilized enemy. In those large portions of Brit-ish South Africa trade, industry and farming operations have been paralysed, communications cut off, railways torn up and bridges destroyed, while vast armies have marched and counter-marched and deadly battles have been fought in the once peaceful abodes of industrial plife. The young and middleaged men gf p the Colonies have been called' to take up arms for the defence of their homes, and generally speaking the South African British possessions have been subjected to the appalling waste and destruction of war. Theirtreasuries have been depleted and they are to-day almost bankrupt financially. AD-1\ri= from the loss and waste, the wrecks of public works that must be re- built and the private losses to be repair- ed, we must remember the great strain to which the English and Dutch sections of the population have been subjected in their relations ito each other, and the increased difficulties that beset them in again taking up the_ -Work of life as a community.
