But to us, above all other characteristics of his great personal ity, stands out dominantly this attribute of cleanness. It is visible, not only in his own life, but in the way he has abstained from quartering his family upon the nation. We remember once hearing about a relative of his who declared with strong language that had he been a complete stranger to the Prime Minister he would hive long since had promotion in the fight- ing service of which he was an humble subaltern. Thecomplaint was, beyond a doubt, justified by the fact, for a serupu- lous and noble sense of honor—old-fashion- ed sand rare, always governed the late Prime Minister's conduct in this respect also, as all who care to look at the actual position of his children can see for them- selves. Differ from him politically as men may, it is impossible, looking at the facts, for anyone not to admit that in los- ing Mr. Gladstone’s services the nation parts with one of the purest, and, in all that relates to himself and his family, most unselfish men who ever helped to guide its affairs. —London Investors’ Re- view. SHORT HOURS. They Result in Invariably Increasing Pro- ductive Capacity. There are sti!l some here and there who seem to believe in the old maxim of Riche- lien that workingmen are to be compared with mules, who are less spoiled by work than by repose; but, on the whole, the ben- eficial effect of ressonable repose is now generally admitted and, according to the Contemporary Review, nobody would think it wise or profitable to return to the very long hours of the early part of the century. And, here again, what is good for one nation has proved good for others; all have alike benefited in productive capacity by abandoning long hours of labor. When Mr. Scott, the eminent Scottish shipbuilder, opened a yard in France, he reduced the hours of the French shipwrights from twelve to ten, and says he found it advan- tageons so far as he was concerned. In- deed, he raised their wages in consequence from 4 france a day to 43 francs, so that they must have done more work in the shorter day than in the longerone. When the hours were reduced to eleven in 1872 in Canton Glarus, the manufacturers proplhie- sied ruin, but obtained 99.15 per cent. of their old production in the first year, and more than their old production in the next, lhe eleven-bour day was introduced into the rest of Switzerland in 1878, and Dr. Sehuler, the factory inepector, extracts the following results from the books of sa spinning mill whose machinery was too old to be speeded except very slightly: In 1876-7 in twelve hours the mill pro- daced 372.18 ko. of yarn per 10,000 spin- di+s, but in 1879-80 it produced 388.88. In 1881 the Swiss factory inspector reports a tannery and a watch factory as having vol- untarily reduced hours to ten, and hav- ing in both cases found the same quan- tity produced in the day and an improve- ment in quality. The textile manufacturers of a particular district in Bohemia reduced their hours in 1870, and, while they got at first a little less product in the day, they soon got more than before. M. Freese, window-blind manufacturer at Hamburg and Berlin, who had reduced his hours to nine in 1890 and found the step profitable, reduced them further to eight in 1892, and obtained from a majority of his hands an increase of the quantity produced without any loss of quality.
